Job Details

Title: Data Analyst (State, Federal OR public sector exp required)

Location: Gresham, Oregon (on-site)

Client: Public Sector

The Data Consultant will serve as the primary technical resource for the EMOPI program s monitoring and evaluation efforts. This role will ensure that the program s prevention, intervention, and outreach activities are accurately documented, analyzed, and reported in alignment with grant requirements and the City s strategic objectives.

The Consultant will work closely with City staff, Community-Based Organizations (CBOs), EMOPI partners, and other stakeholders to:

Design and maintain systems for collecting, managing, and analyzing program data.

Provide individualized technical assistance to the EMOPI partners (currently 8 organizations) to improve data quality, consistency, and timeliness. Should additional funding become available, additional partners may be added.

Compile and synthesize monthly and quarterly reports, identifying trends, service gaps, and opportunities for improvement.

Develop and refine research questions, methodologies, and tools to guide targeted evaluations in priority areas such as behavioral health, education, and youth engagement.

Conduct gap analyses and interviews with subject matter experts to inform program strategy.

Present findings and recommendations in formats accessible to a variety of audiences, including elected officials, funding partners, and community members.

Desired Qualifications

Proven experience in data analysis, program evaluation, and performance measurement, preferably in violence prevention, youth development, and/or public health.

Demonstrated ability to support community-based organizations in data collection and reporting practices.

Strong understanding of both quantitative and qualitative research methods.

Experience conducting gap analyses and developing actionable, evidence-based recommendations.

Excellent written and verbal communication skills, with the ability to translate complex data into clear, actionable insights for diverse audiences.

Familiarity with local, state, and federal grant reporting requirements.
