Job Description
The purpose of this position is to provide overall engineering execution leadership on small sized projects or for a specific area on a medium / large project. This position has the responsibility and accountability for the performance of the engineering team and the successful execution of all engineering work on the project. This position also leads and guides the development and implementation of the execution strategy and oversees development and enforcement of engineering budget, schedule, and quality. This role also has the responsibility to promote Fluor's competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence.
Has overall/area responsibility and accountability for the performance of the engineering team, and the engineering execution and delivery as per the project baseline. This position performs Engineering Management responsibilities on a small low risk EPFC/CM project (as defined by the Business Line) or services project or on an assigned segment of a larger project, including coordination of design activities.
Support the interfaces between the engineering disciplines, by understanding the discipline work processes and looking ahead to identify critical busts and / or activities that need to be completed to support the execution strategy.
Support the positive project culture in conjunction with the Project Manager.
Review overall project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects.
Lead/Support the development of the Project Execution Strategy for all engineering functions.
Other duties as assigned.

Basic Job Requirements
Accredited four (4) year degree or global equivalent in engineering field of study and twelve (12) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications to comply with local requirements.
OR
Accredited two (2) year degree or global equivalent in applicable field of study and fourteen (14) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications to comply with local requirements.
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
Job-related technical knowledge necessary to complete the job.
Job related skills required - Strong leadership skills, customer focus, business acumen, influence, strategic agility, decision making, personal accountability, ownership and follow through, a team player, mentor, and coach.
Ability to translate strategy ("what") into actionable steps / executions plans ("how"), ability to attend to detail and work in a time-conscious and time-effective manner.
Held positions as Project Engineering Lead.
Professional registration and active participation in technical society.

Interface Management Excellence:
Lead the development and deployment of the project interface management strategy, plan, and procedures for identifying, documenting, and closing out interfaces in a structured manner with all stakeholders.
Present and explain the interface management plan and work processes to relevant internal and external stakeholders, including Fluor project teams, clients, licensors, EPC contractors, third parties, and government agencies.
Define and manage the approach to identifying, documenting, and closing out interfaces in an organized, structured manner.
Maintain the interface software platform system of record and interface tables/matrices with the most current, accurate information regarding status of interface points and interface agreements.
Schedule and lead regular cadence meetings, teleconferences, or workshops to achieve alignment and enhance information sharing for the respective scope interfaces.
Collaborate with all stakeholders to define interface requirements and set clear expectations.
Collaborate and coordinate with the Fluor project teams, other external stakeholders, and client to ensure both internal and external interfaces are identified, managed, and closed in a timely manner utilizing the requisite project procedures integrated into the overall interface management plan.
Establish and maintain clear communication channels and protocols for each respective scope interface.
Proactively initiate and track outstanding actions on a project action item register to expedite interfacing the respective stakeholder's technical contacts and coordinators with other external stakeholders.
Collaborate in management and coordination of activities among all project functions and engineering disciplines in accordance with the established project baseline documents.
As required, support creation and coordination of overall project plans and schedules, and monitoring activities, progress, and milestones against the plans.
As required, support creation and coordination of project effort hours, and cost estimates and budgets, and monitor progress and cost performance against these.
As required, support coordination between design, procurement, material management and construction on technical and schedule requirements.
As required, support project leadership in developing the requisite documentation to communicate (client/internal) project contractual and technical issues, status and progress reports; conduct/coordinate related meeting as necessary.
Other duties as assigned.
