Overview: As an IT Project Manager IV, you will be responsible for planning, directing, and coordinating large-scale SCADA upgrade and replacement projects. Your role will ensure that project goals and objectives are achieved using best practices within prescribed business requirements, timelines, and funding parameters. You will lead technical tasks and teams in projects of complex scope, importance, and interdependency, developing and implementing technical standards and specifications related to SCADA systems, display standards, data hierarchy, interfaces, and performance. You will interpret business aspects and ensure overall project success, driving decisions, collaborating with other functions, and aligning milestones. Additionally, you will serve as an advisor and mentor to team members regarding risks, tasks, resources, and best practices for SCADA project implementation.

Key Responsibilities:
- Lead and coordinate SCADA-related projects to achieve G&P Modernization objectives.
- Understand business requirements, project risks, and project lifecycle.
- Apply expertise and leadership skills to advise and consult with project team, stakeholders, and sponsors, resolving issues.
- Measure and report project performance to leadership and stakeholders.
- Cultivate relationships with system integrators and software vendors; mentor team members.
- Collaborate with project team on SCADA project development processes, including requirements gathering, analysis and design, development tools and technologies, release and version control, testing methodologies, and deployment management.
- Use business applications for project management processes and comply with PMO requirements.
- Apply knowledge of SCADA project implementation challenges to improve project plans, processes, and services.
- Interpret internal/external customer stakeholder needs, assess requirements, and identify responses.
- Perform other duties as assigned.
Education and Experience:
- Required: Bachelor's degree in IT-related field or engineering; minimum seven (7) years' experience in project management with at least three (3) years' experience in information technology or minimum eleven (11) years' related business experience.
- Preferred: Project Management Professional (PMP) Certification.
Skills and Qualifications:
- Strong organizational and interpersonal skills with safety as the utmost priority.
- Proficiency in Microsoft Office Applications and PC skills.
- Developed conceptual and practical expertise in own field.
- Experience leading IT and OT system integrations.
- Ability to manage ambiguity, strategic thinking, and instill trust across project teams on confidential projects.
- Basic understanding of oil and gas SCADA terminology.
- Extensive knowledge of project management practices including plan development and execution, scope planning, schedule development, cost estimating, budgeting, and control, communications planning, risk identification, and risk response control.
- Preferred: Experience managing SCADA projects, Schneider Electric Geo SCADA solutions, and leading high complexity SCADA projects in the oil and gas industry.
- Ability to run multiple projects simultaneously in a fast-paced environment.
- Ability to communicate with technical and non-technical audiences.
Additional Responsibilities:
- Develop and implement project plans for IT SCADA system compatibility and integration, ensuring seamless migration between existing and new SCADA systems and data/system integration.
- Lead fast-paced projects, managing complex financials, equipment procurement, and implementation activities to ensure successful project execution.
- Navigate cross-functional organizations and develop deep institutional knowledge of organizational roles and ownership areas, leveraging key relationships.
- Conduct SCADA systems work processes, architecture, and infrastructure including hardware, software, network integration (MQTT, OPC-UA, and OPC-DA), and data centers and cloud solutions.
- Collaborate with third-party solution integrators and IT stakeholders to ensure alignment regarding key decisions, requirements, design decisions, technical standards, compliance, and execution plans.
- Develop and implement integrated project plans including integration with parallel initiatives like Display and Alarm Standards, data historian, non-pipeline control meters, OT Data Pipeline, and Enterprise Asset Data Program.
- Deliver project budget, resource plans, schedules, roadmaps, periodic updates, and forecasts using Williams PMO processes.
- Actively engage in system design and execution phases of the project, leveraging personal technical skills for troubleshooting and delivery planning.
- Provide mentorship and support to the project team to ensure integration of lessons learned, risk management, transition planning, and sound technical decisions.
