Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.
This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.
Interviews:
In the event an interview is requested, in-person interviews will be conducted at the Client location. Interviews may be conducted remotely via Microsoft Teams. A phone interview may also be requested as a first step.
Telecommuting: Telecommuting is not Allowed.
Primary Work: Serve as the Project Manager for assigned software application development projects. This position reports to the OTIS Enterprise Application Services Section but may be assigned to manage IT projects across OTIS.
Education: Bachelor s Degree in Computer Science, Information Systems or other Information Technology major, or equivalent work experience.
Required Tasks to be performed:
Work with software developers, business analysts, data analysts, and other technical and nontechnical subject-matter experts to develop detailed project schedules
Manage and monitor project progress within the constraints of the project management plan, schedule, budget, and resources. Proactively identify risks and issues affecting project schedules and objectives and appropriately escalate these issues, with recommendations, to senior managers. Effectively identify change and use appropriate protocols to manage and communicate this change effectively
Collect, maintain, and distribute project status meeting minutes to stakeholders
Provide routine status reports and briefings to project team, customers, and senior managers. Maintain ongoing and effective communications among all project stakeholders, both business and technical. Effectively coordinate resources and assignments among project assignees.
Adhere to the CLIENT project management methodology, standards, policies, and procedures, as well as those technical standards and policies relevant to assigned projects. Make recommendations to improve processes and policies
Manage relationships with CLIENT program area business partners. Develop strong and collaborative relationships with customers to achieve positive project outcomes.
Demonstrate strong relationships and interpersonal skills in working with technical staff, program staff and vendor community
Comply with CLIENT project management standards, processes, and procedures.
Required Knowledge, Skills & Abilities (KSAs) [Proficiency Levels are from 5-Expert to 1-Novice]: 12-15+ years in IT Project Management Professional (PMP) Certification 10+ years experience in IT project management, specifically managing medium-to-large-scale software application development projects 10+ years experience in managing multiple projects concurrently 10+ years experience in developing and maintaining detailed project schedules using Microsoft Project
In-depth knowledge of the principles, theories, practices and techniques for managing activities related to planning, managing and implementing software projects and programs
Documented and proven ability to formulate project plans for managing and monitoring progress on software development projects; to think logically and to analyze and solve problems; compile, organize and analyze data; to evaluate and monitor projects, plans and schedules and implement corrective action plans
Solid understanding of software development lifecycle methodologies (e.g., waterfall, iterative, agile, etc.)
Familiarity with system integration, data migration, and cybersecurity best practices
Excellent written and oral communication skills
Excellent listening and interpersonal skills
Ability to communicate ideas in both technical and user-friendly language
Experience working in a team-oriented, collaborative environment
Strong customer service orientation
Preferred Knowledge, Skills & Abilities (KSAs):
Familiarity with environmental regulatory business processes and practices
Knowledge and understanding of CLIENT s technical environment
Understanding document management systems, metadata structures, and compliance requirements
