Job Description:
Requirement/Must Have:
- Experience with Identity and Access Candidateagement products or initiatives strongly preferred.
- Demonstrated experience developing and implementing operating models.
- Experience leading organizational transformation assessments, including readiness, catalysts, risks, and success indicators.
- Strong knowledge of change management strategies and continuous improvement methodologies (Lean Six Sigma, Agile, Business Process Reengineering).
- Proficiency in business architecture techniques: functional modeling, service lifecycle modeling, process mapping, value chain analysis, capability mapping.
- Experience conducting digital value stream analyses and documenting as-is and to-be processes.
- Successfully delivered business architecture in government or complex multi-client environments.
- Strong understanding of government business environments, drivers, and IT strategic planning.
- Excellent facilitation, negotiation, consensus-building, and stakeholder management skills.
- Proven research, analytical, and problem-solving abilities to assess risks, challenges, and develop solutions.
- Ability to work independently, prioritize workload, and think critically.
- Experience as a Business Architect modeling enterprise or core business levels for medium to large organizations.
- Experience developing enterprise architecture deliverables (models, frameworks).
- Excellent knowledge of architecture frameworks such as TOGAF or Zachman.
- Minimum 5+ years as a Business Architect in strategic and business domains.
- Proven track record developing and implementing operating models, including partner engagement, consensus building, process models, KPIs, service models, value streams, and capability models.
- Experience leading provincial or enterprise-level transformation initiatives resulting from strategic shifts.
- Developed business architecture artifacts for data and interoperability services (e.g., value streams, capability models, data flow diagrams).
- Familiarity with TOGAF concepts and applying them in healthcare settings.
- Knowledge implof ementing cloud operating models and digital identity solutions.
Facilitate Business Model Innovation and Transformation:
- Analyze existing business and operating models for innovation opportunities.
- Develop and implement new business models aligned with strategic goals.
- Evaluate IT products and services for cost-effectiveness.
- Guide Modernization Efforts:
- Assess and implement new technologies to improve efficiency.
- Standardize Identity and Access Candidateagement:
- Develop standards and processes for ONE ID 2.0.
- Implement Customer-Centered Digital Transformation:
- Advocate for user experience and satisfaction in digital initiatives.
- Oversee Coexistence and Migration Strategy:
- Develop and execute migration strategies for systems and users.
- Prvide training and support during transitions.
- Knowledge of information technology and Identity and Access Candidateagement integration.
- Experience with cloud operating models and modern digital identity patterns.
- Business modeling, architecture frameworks (TOGAF, Zachman).
- Change management and continuous improvement (Lean Six Sigma, Agile).
- Strong communication, facilitation, and negotiation skills.
- Analytical and problem-solving abilities.
- Relevant degree in Business, Information Technology, or a related field.
- TOGAF or similar architecture certification preferred.
