Job Details

Job Purpose:

This position acts as a business relationship manager responsible for the collection, analysis, review, documentation and communication of business needs and requirements to the IT organization as relates to complex financial applications, processes, and reporting. The documentation produced by this position will serve as structured input for AI-assisted code generation and application design processes.

About the Candidate:

Qualifications

Education - Bachelor s or Master s Degree in Computer Science, Information Systems, Business Administration, or a related field; or an equivalent combination of education and relevant experience(Required)

Certifications (Preferred):

1. Business Analysis / Project Certifications:

a. International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP) or Certification of Competency in Business Analysis (CCBA)

b. Project Management Institute Professional in Business Analysis (PMI-PBA)

c. Agile certifications (e.g., Certified ScrumMaster, SAFe Agilist, or equivalent)

2. Technical / Financial Certifications (Desirable):

a. Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) familiarity considered advantageous.

b. Certifications related to data analytics, process automation, or AI tool proficiency are a plus.

Required Experience

Business and Technical Analysis

  1. Minimum 7 years of combined business and technical analysis experience in complex enterprise environments.
  2. Minimum 5 years of experience leading, mentoring, and managing cross-functional stakeholder groups in documenting application business requirements.
  3. Proven ability to analyze and interpret large datasets, including cleaning, transforming, and visualizing data for business insight and decision-making.
  4. Demonstrated experience in translating business needs into functional and technical specifications, including process mapping, data modeling, and workflow documentation.

Documentation and Technical Writing

  1. Minimum 5 years of experience in technical writing, producing Business Requirements Documents (BRDs), Functional Specifications (FS), User Stories, and Acceptance Criteria.
  2. Ability to prepare clear, accurate, and comprehensive documentation intended for both business and technical audiences.
  3. Skilled in creating diagrams, flowcharts, and other visual artifacts to illustrate business processes and system interactions.

Systems, Data, and Process Knowledge

  1. Minimum 3 years of experience in batch process design and development or equivalent experience with enterprise job scheduling or ETL processes.
  2. Minimum 3 years of experience testing and validating high-volume, complex data integration or financial transaction processes.
  3. Working knowledge of system interfaces and integration points across financial applications and reporting systems.

Tools and Emerging Technologies

  1. Minimum 1 year of experience using Azure DevOps to manage requirements, work items, and testing artifacts.
  2. Minimum 1 year of experience utilizing AI-based tools in a business or technical environment for requirements extraction, analysis, or automation.
  3. Familiarity with continuous integration and continuous delivery (CI/CD) practices and development lifecycle management standards.

Primary Job Duties and Tasks

The activities these candidates will be tasked with include, but are not limited to the following:

Requirements Elicitation and Analysis

24. Conduct business and technical requirements gathering for remediation or replacement of agency financial business systems or system components for integration with Florida PALM. (;/p>

25. Collaborate with business leaders, project managers, and other project stakeholders to understand the functional and non-functional requirements of the applications.

26. Leverage AI-based tools to extract, summarize, and validate functional specifications from legacy codebases, enhancing automation of requirements documentation.

27. Translate business requirements into semi-technical requirements that align with business goals and department standards.

Documentation and Process Mapping

28. Develop Business Requirements Documents (BRDs), Functional Specifications (FS), and User Stories with Acceptance Criteria.

29. Develop detailed process maps and data flow diagrams illustrating internal workflows and external integrations.

30. Define how different components of the system interact and document integration points across modules and external interfaces.

  1. Produces high-quality, detailed documentation that meets organizational standards and supports traceability through the project lifecycle.

System Design

32. Collaborate with developers and UX designers to define user interface requirements, and ensure the front end is responsive, accessible, and user-friendly.

Testing & Quality Assurance

33. Generate acceptance criteria, application test plans and test cases from the documented requirements.

34. Participate in application system and/or user acceptance testing as assigned.

Tools & Delivery Practices

35. Utilize Azure DevOps to manage work items and adhere to department standard practices such as continuous integration and continuous delivery (CI/CD).
