Job Title: Enterprise Architect (EA)

Onsite Location: Remote. Part time - 2 to 10 hrs per week

Job Summary: Provide an Enterprise Architect (EA) to support Vermont's efforts to create a modern, responsive, stable, and secure infrastructure for VHC & IE&E work efforts. This role involves providing guidance, recommendations, and technical expertise in the development of Enterprise Architecture processes and practices across Application, Technology, and Information Architecture Domains. The EA will contribute to improving consistency, accuracy, timeliness, integrity, quality, availability, access, and sharing of IT-managed information across the State of Vermont enterprise.
Key Responsibilities:

  • Develop architecture roadmaps and implementation plans.
  • Perform analysis and readiness planning for the adaptation of new processes or technologies.
  • Develop and support architecture governance.
  • Create architectural diagrams.
  • Develop integration architecture.
  • Contribute to disaster recovery planning.
  • Conduct alternative analysis.
  • Consult and advise the State on architecture changes to VHC infrastructure.
  • Provide input and review for RFPs and Contracts.
  • Participate in the Operational Change Review Board (OCRB) for Architecture Changes.
  • Define infrastructure Non-Functional requirements.
  • Review IaaS configurations.
  • Develop design documents.
  • Support architectural design roadmap development.
  • Provide expertise in Oracle Software design and integration.
  • Submit a weekly report to the CTO on the status of projects.
  • Attend, and when appropriate, call and lead informational and status meetings.
  • Participate in discussions including design sessions with State of Vermont Enterprise Architects, business-sponsored meetings, Steering Committees, Project Management, appointed State IT Executives, Agency Program Managers, and other consultants.
  • Produce required deliverables, including:
    • Technology Road-maps.
    • Architecture Gap Analysis Reports.
    • Support in procurement processes (identifying needs, reviewing demonstrations, bid submissions, contracts).
    • Current State Logical Architecture diagrams.
    • Future State Logical Architecture diagrams.
    • Architecture Vision documentation for use by business partners.
    • System integration and data-flow diagrams.
    • Centers for Medicare and Medicaid Services (CMS) Certification artifacts, when applicable.
  • Provide deliverables to the CTO or designee and, as required, State or Federal agencies in the agreed-upon format and timeframe.

Required Skills and Qualifications:

  • Experience working within an Architecture Framework such as TOGAF or FEAF.
  • Experience working within at least two Architecture Domains: Business Architecture, Application Architecture, Information/Data Architecture, or Technology Architecture.
  • Excellent oral and written communication skills.
  • Ability to work within a team.
  • Ability to meet shifting deadlines.
  • Ability to work within a set budget.
  • Certification that all proposed personnel meet the minimum required qualifications and possess the required certifications to complete the work.
