Project Overview:
Innosoft is the prime contractor for MD Benefits (formerly MD THINK), supporting the management, design, development, testing, and implementation of this strategic Information Technology (IT) program. Maryland Benefits is seeking an agile development resource team with required skill sets to build and/or maintain the Maryland Benefits infrastructure/platform, applications development, data repositories, reports and dashboards and support activities related to network services and system operations.
The Shared Data Platform (SDP) is designed as a cloud-based, data-centric infrastructure to support scalable, flexible, and integrated data operations. It empowers self-service and accelerates data-driven decision-making across the enterprise. Key strategic goals include establishing a mature data infrastructure that balances analytics and business intelligence, enabling iterative learning and actionable insights, and fostering a "Data Center of Excellence" (DCoE) to govern and enhance data-driven processes. The SDP also prioritizes the delivery of trusted information and the streamlined onboarding of State Agencies to the Maryland Benefits platform through standardized procedures, ultimately driving operational efficiency and measurable business value. The "Data Platform - Automation" team plays a critical role in achieving these goals by supporting the "Data Platform - Engineering" team.
Duties/Responsibilities:
- The Senior Systems Engineer must be able to analyze information requirements, evaluate problems in workflow, organization, and planning. The individual in this role develops appropriate corrective action and provides daily supervision and direction to staff.
- Design, implement, and manage scalable AWS infrastructure using services such as EC2, S3, VPC, Lambda, IAM, CloudFormation, and Step Functions.
- Lead the configuration and governance of AWS DataZone for secure data cataloging and sharing.
- Build and manage environments to support ML model training, deployment, and inference using Amazon SageMaker and Bedrock.
- Deploy and integrate Bedrock foundation models and SageMaker pipelines to support data science and AI teams.
- Configure and support Lex chatbots and Textract for intelligent document processing solutions.
- Collaborate with data scientists and ML engineers to provision and optimize model-serving infrastructure.
- Implement robust monitoring and observability across AWS services using tools such as CloudWatch, OpenTelemetry, X-Ray, AWS Health Dashboard, and third-party tools (e.g., Datadog, Grafana).
- Set up logging, tracing, alerting, and dashboards to improve reliability and performance of cloud workloads.
- Automate provisioning and deployment using Terraform, CloudFormation, or CDK.
- Build and maintain CI/CD pipelines for infrastructure and ML workflows (CodePipeline, CodeBuild, GitHub Actions).
- Apply DevSecOps best practices to ensure security, compliance, and cost optimization.
- Implement secure access and fine-grained permissions using IAM policies, Lake Formation, and resource tagging.
- Ensure encryption, audit logging, and compliance across all deployed services.
- Participate in security reviews, architecture assessments, and governance initiatives.
Requirements
Education:
This position requires a Bachelor?s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or other related scientific or technical discipline. (Note: A Master?s degree is preferred.)
General Experience:
- The proposed candidate must have at least six (6) years of experience in systems engineering.
- Six-plus (6+) years of experience in cloud systems engineering, DevOps, or infrastructure roles.
- Five-plus (5+) years of hands-on experience with AWS cloud services including EC2, IAM, Lambda, S3, and VPC.
- Strong hands-on experience with at least two or more of the following:
o Amazon SageMaker
o Amazon Glue
o Amazon Athena
o AWS Bedrock
o Amazon Lex
o Amazon Textract
o AWS DataZone
- Deep understanding of IaC tools such as Terraform, AWS CDK, or CloudFormation.
- Expertise in observability (monitoring, logging, tracing) using CloudWatch and third-party tools.
- Strong scripting skills (Spark, Iceberg, Python, SQL).
Specialized Experience:
- The proposed candidate must have at least three (3) years of experience in the supervision of system engineers, and demonstrated use of interactive, interpretative systems with on-line, real-time acquisition capabilities.
- Key qualifications include strong project management skills, leadership abilities, effective communication, and the capacity to identify and resolve issues while adapting to changing circumstances. Significant experience collaborating with cross-functional teams, product owners, and stakeholders is essential
- Preferred qualifications include a technical background and experience in data and AI/ML projects. Functional experience with local or government projects in Data Services (MDM/R360/EDMS), Child Support, Integrated Eligibility, Child Welfare, Adult Protective Services, Juvenile Justice, or Health and Human Services is also preferred.
