Job Summary:

We are seeking a strategic, driven Federal Capture Manager to lead and manage the full capture lifecycle of federal government IT staffing opportunities. This individual will identify, qualify, and win new business by aligning IT staffing solutions with the needs of federal agencies. The ideal candidate brings a strong understanding of federal procurement processes, deep industry relationships, and a proven track record in pursuing and securing contract vehicles and task orders.


Key Responsibilities:

  • Capture Strategy & Execution

    • Lead the development and execution of capture strategies for federal IT staffing opportunities.

    • Identify and assess federal contract vehicles (GSA, IDIQs, GWACs, BPAs) and determine pathways to entry and expansion.

  • Market Intelligence & Relationship Building

    • Monitor federal procurement portals (e.g., SAM.gov, eBuy, FPDS) for upcoming opportunities.

    • Build and maintain relationships with key decision-makers in federal agencies and with teaming partners.

  • Teaming & Proposal Support

    • Develop and manage teaming arrangements with large and small business partners.

    • Collaborate with proposal managers, recruiters, and BD to develop compliant and compelling responses to RFPs, RFQs, and RFIs.

  • Pipeline Management

    • Maintain a robust pipeline of qualified opportunities aligned with company goals.

    • Track and report capture activities, win probabilities, and milestones.

  • Internal Collaboration

    • Work closely with recruiting and delivery teams to ensure staffing capabilities align with client needs.

    • Provide feedback on trends in federal hiring, agency needs, and labor categories.


Qualifications:

  • Bachelor's degree in Business, IT, or related field; Master s degree a plus.

  • 5+ years of experience in federal capture management, preferably in IT staffing or consulting.

  • Proven success in winning federal IT staffing contracts (civilian, DoD, or Intel sectors).

  • Deep knowledge of federal acquisition regulations (FAR/DFAR) and procurement processes.

  • Strong analytical, communication, and negotiation skills.

  • Familiarity with contract vehicles such as GSA Schedule, CIO-SP3, Alliant 2, etc.
