Title: Senior Systems Architect (Remote - Wisconsin Based)
Location: Remote (must reside in or relocate to Wisconsin)
Duration: Long-term contract
Overview:
We are seeking a seasoned Systems Architect to join a large-scale modernization effort focused on internal financial and operational applications used across Wisconsin counties. This is a fully remote opportunity but the selected candidate must be based in Wisconsin or willing to relocate at their own expense prior to onboarding.
The architect will collaborate with the Technical Lead to enhance and maintain a complex Oracle/Delphi-based system. A mix of development, architecture, and support responsibilities are involved, with occasional in-state travel (up to 2 times per year) reimbursed by the client.
Key Qualifications:
Minimum 5 years of hands-on experience with:
Delphi development (RAD Studio 2007 or newer, preferably 2011)
SQL & PL/SQL development
GitHub version control
Oracle development tools such as SQL Developer
Additional familiarity with:
Object-oriented programming using VCL
Windows 11 Enterprise and Windows Server (2015 or later)
Oracle RDBMS and Oracle Enterprise Manager
Code reviews and collaborative development workflows
Preferred/Bonus Skills:
Prior work on financial or accounting software platforms
Use of ASTA, RemObjects Data Abstract, or similar third-party data connectivity tools
Designing and implementing Oracle triggers or PL/SQL packages
Integrating authentication tools like OKTA into client-server applications
Key Responsibilities:
Upgrade an existing system from Delphi 2007 to Delphi 2011
Enhance modules within Oracle 19c back-end
Develop data import/export integrations
Participate in release planning and deployment cycles
Attend virtual and occasional in-person meetings to support statewide rollouts
Help transition Wisconsin counties to a new financial management solution
Collaborate with other IT professionals to align architectural design with user needs
Work Location & Travel:
This role is 100% remote but must be performed from within Wisconsin. Attendance at a statewide conference once per year is expected (travel/lodging covered by the client).

Note: While deep experience across all tools is ideal, strong candidates will have the opportunity to be mentored by the lead architect already supporting the platform.
