Job Description:
  • Leads the data team, manages the internal and external stakeholders and supervises the resources of the data team.
  • Collaborates effectively with other delivery teams and the project implementation partner/SaaS supplier, demonstrating technical leadership skills to ensure successful end-to-end data migration delivery.
  • Collaborates with subject matter experts, other delivery teams, and the project implementation partner/SaaS supplier to identify, define, collate, document, and communicate data migration requirements, ensuring the arrangement of discovery sessions for current and future state analysis.
  • Provides support and guidance to business users, supports all reporting needs and data profiling.
  • Identifies project deliverables and required tasks based on migration requirements and supports the project manager in developing the project plan for data migration delivery.
  • Identifies and engages Data Trustees and Stewards for all in-scope domains and parts of government.
  • Creates and maintains an inventory of all legacy data and file assets.
  • Using a collaborative approach, develops the data migration strategy, validates it, manages the approval process for the strategy, develops a detailed plan based on the strategy, and ensures successful implementation.
  • Develops data migration specifications, including data mapping and translation, identifies data for cleansing, and oversees the data cleansing process.
  • Defines performance indicators and quality metrics, ensuring compliance with data-related policies, standards, roles, and responsibilities, as well as adoption requirements.
  • Works closely with the implementation partner/SaaS supplier to review the conversion specification and align the project team with it.
  • Works closely with the project's integration team to identify data migration requirements for integrated systems and consults with and aligns the owners of those respective systems with the implementation partner/SaaS supplier's migration activities.
  • Identifies and sets up tools for data extraction, transformation, and cleansing; demonstrates the ability to write and execute scripts to extract data as part of an automated, repeatable process.
  • Establishes data governance for the project life cycle.
  • Reviews legacy data and file quality, identifies issues and gaps, analyzes them, and recommends remedial approaches.
  • Leads the project team in collecting and consolidating all existing business rules information from the core data source and its connected nodes for future mapping in the core data source.
  • Monitors and evaluates data migration activities in each project stage.
  • Works across multiple functional teams to understand data usage and implications for data migration.
  • Produces a list of risks and milestones, ensures the delivery quality and manages decisions with business sign-off.
  • Manages assigned risks and monitors potential impacts as part of the data migration plan.
  • Develops best practices, processes, and standards for effectively carrying out data migration activities.
  • Possesses a thorough understanding of data reconciliation and the process of reconciling migrated data with source data.
  • Performs migration and testing of both static and transactional data.
  • Performs data migration audit, reconciliation, and exception reporting.
  • Works closely with the business lead and the project manager to prioritize business and project needs.
  • Prepares regular data migration status reports.
  • The Data Team Lead will be required to sign a non-disclosure agreement and complete the Privacy and Security training, as required by the Deployment Project, prior to commencing the assignment.
Mandate Requirements:
  • The client seeks a candidate who demonstrates the following Mandatory Requirements:
  • A bachelor's degree in computer science or a related field, along with a minimum of six years of experience in information management or a related field Yes/No
  • Demonstrated hands-on technical Experience in ETL (Extract Transform Load) design and implementation involving the extraction and provisioning of data from a variety of legacy systems 8 Years.
  • Demonstrated in applying knowledge and methods of data migration best practices and expertise in using common tools for extraction, conversion, and loading, testing, including but not limited to SQL in Oracle, MS SQL Server, and MS Access RDBMS environments 8 Years.
  • Demonstrated experience in creating automated scripts for mass data testing and analysis, ensuring the accuracy and integrity of converted data and computed values 8 Years.
  • Demonstrated experience leading diverse technical teams on complex data migration and cleansing projects in large enterprises, overseeing end-to-end delivery from planning to implementation, and working collaboratively and autonomously 4 Years.
  • Candidates that do not clearly demonstrate the capability to meet these mandatory requirements will be disqualified from further consideration.
Scored Requirements:
  • The client seeks a candidate who demonstrates the following scored requirements. (Required experience in the past 10 years).
  • Demonstrated hands-on experience in data migration analysis, i.e. data discovery, mapping, extraction, cleansing, and loading 8 years.
  • Demonstrated a self-driven, results-oriented approach to problem-solving, utilizing critical thinking skills to effectively address and resolve complex issues in large-scale data migration projects 4 years.
  • Experience using various data formats such as database extracts, spreadsheets, JSON, CSV, etc 4 years.
  • Demonstrated experience with Master Data Management, Data Governance Practises and Data Protection 4 years.
  • Demonstrated experience working within a team environment where the candidate was called on to perform tasks in a mixture of collaborative and autonomous modes. 4 Years.
  • Demonstrated experience with at least one (1) cloud SaaS implementation with significant business transformation for complex data conversion would be an asset. 1 Project Reference.
