Program Manager Tech 3 (ICS and OT cybersecurity) Job Summary: Talent Software Services is in search of an ICS and OT cybersecurity Program Manager Tech for a contract position in Redmond, WA. The opportunity will be one year with a strong chance for a long-term extension.
Position Summary: We are seeking a highly motivated and technically proficient Program Manager to lead and support the implementation of global initiatives across multiple industrial sites. This role serves as a critical interface between clients, engineering teams, and business stakeholders, ensuring the successful delivery of ICS and OT cybersecurity programs.
Primary Responsibilities/Accountabilities:
- Interface with clients on both technical and business issues from project initiation through delivery.
- Drive program and project schedules, status reporting, and cross-functional coordination.
- Create and/or review multiple functional specifications to guide implementation decisions.
- Provide Product Managers and Product Unit Managers with technical and analytical insights to support strategic planning.
- Organise and lead cross-functional activities to ensure projects are completed on time and within budget.
- Act as a vendor liaison to track and support site-level implementation of global ICS initiatives.
- Support the deployment of ICS Inventory Management and ICS hardware password automation solutions.
- Ensure alignment with global OT cybersecurity standards and practices.
Qualifications:
- Years of Experience Required: 5-7 years of relevant experience, aligning with a Program Manager Tech 3 level.
- Degrees or Certifications Required: No specific degree required; PMP certification is preferred. An engineering background is a plus but not mandatory.
- Best vs. Average: Top candidates will have engineering or cybersecurity experience, strong project management credentials, and experience working on global teams. Average candidates may lack one or more of these preferred qualities.
- Performance Indicators: Success will be measured by project organization, quality of updates, and effectiveness in holding team members accountable.
- Proven experience in program or project management within industrial or critical environments.
- Strong understanding of Industrial Control Systems (ICS), including PLCs, SCADA, DCS, and HMI technologies.
- Familiarity with OT cybersecurity principles, frameworks (e.g., NIST, IEC 62443), and risk mitigation strategies.
- Ability to interpret and develop functional specifications and technical documentation.
- Excellent communication and stakeholder management skills across technical and non-technical audiences.
- Industrial Controls Experience: Minimum 5-7 years, as both teams require familiarity with industrial controls and operational procedures.
- Project Management (PMP Certification Preferred): Demonstrated experience in project scheduling, leadership-level reporting, and technical documentation.
- Global Team Coordination: Experience operating on distributed, international teams, managing communication and collaboration across time zones and work styles.
Preferred:
- Experience working with global teams and vendors in a matrixed environment.
- Background in engineering, cybersecurity, or industrial automation.
- Certifications such as PMP, CISSP, GICSP, or equivalent are a plus.
