7120 - Business Solutions Analyst Senior/Lead (Must have proof of Sacramento Residency to be considered)

Location: Sacramento, CA (Must have proof of Sacramento Residency to be considered, bills or invoices will not be accepted)
Duration: 12 months (with potential extensions)

Overview
We are seeking experienced Business Solutions Analysts (BSAs) to support a large-scale California state IT modernization initiative. Candidates will provide leadership and expertise in business analysis, agile delivery, requirements gathering, and solution design.

We are filling both Senior BSA and Lead BSA roles. Applicants who meet the minimum qualifications will be considered.


Key Responsibilities

• Lead and/or perform requirements gathering, analysis, documentation, and validation.
• Facilitate workshops with stakeholders, business users, and technical teams.
• Prepare business cases, solution requirements, user stories, use cases, and test cases.
• Collaborate with cross-functional project teams to ensure alignment of business and technical solutions.
• Serve in leadership roles such as Lead Business Analyst, Product Owner, Scrum Master, or Agile Coach where appropriate.
• Provide mentorship and knowledge transfer to project staff.

Required Qualifications (Pass/Fail)

• Bachelor s degree (or 9 years of qualifying experience in place of a degree).
• 5+ years applying analytical processes on IT projects, including at least 3 years in business systems analysis and design.
• 3+ years recent experience as a Business Analyst (including serving as a Lead BA on projects for at least some roles).
• 3+ years (within last 5 years) writing documents for technical consumption such as requirements, user stories, use cases, mockups, and sequence diagrams.
• Experience (3+ years within last 5 years) performing analysis with technologies or standards such as:
• Secure File Transfer Protocol (SFTP)
• Web Services
• National Information Exchange Model (NIEM)
• Information Exchange Package Documentation (IEPD)
• Logical Entity Exchange Specifications (LEXS)
• Java J2EE
• Oracle Databases
• Agile experience: At least 1 year (within last 5 years) working with Agile or Scrum; 3+ years required for Lead-level roles.

Desired Qualifications (Scored, Not Required)

• Master s or Doctorate degree.
• 6+ years applying analytical processes on IT projects.
• 4+ years serving as a Lead Business Analyst in complex environments.
• 4+ years writing detailed technical documentation for development teams.
• 4+ years performing analysis with SFTP, Web Services, NIEM, LEXS, J2EE, Oracle.
• 4+ years recent experience as an Agile Coach, Product Owner, or Scrum Master.
• Experience in justice/public safety, records, or similar domains.
• Strong skills in stakeholder engagement, facilitation, and conflict resolution.

Skills & Tools

• Agile/Scrum, Jira, Confluence, or similar.
• Requirements modeling (BPMN, UML).
• Business case development, roadmaps, and requirements traceability.
• Excellent communication, facilitation, and documentation abilities.
