Harris County Universal Services (Universal Services) is transforming the way the County does business and seeking an Application Systems Analyst/Programmer III to join our team.
Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Position Overview:

The candidate will be primarily focused on developing a code which is in alignment with system architecture and integration design standards and providing mentorship and guidance to junior developers. Candidate will work as part of an Agile squad and interact with other team members as well as external stakeholders including business and technology partners, infrastructure team, and architecture team to deliver the objectives. Should have strong leadership skills and advanced problem-solving skills. This role provides the opportunity to engage in a full application lifecycle as part of a Scrum team.
Job Responsibilities:
  • Collaborate with cross-functional teams to analyze project requirements and ensure team members perform the right functions to meet them
  • Design, build and maintain efficient, reusable and reliable code
  • Provide guidance to junior developers, promoting a culture of technical excellence.
  • Conduct code reviews and ensure that all solutions are aligned to pre-defined architectural specifications
  • Perform technical, end-user support functions as required
  • Through training constantly upgrade skills

Requirements

  • Education:Bachelor's degree in Computer Science, Engineering or related field

Experience:
  • 8-10 years Proven experience as a .NET Developer or Application Developer
  • Familiarity with the ASP.NET framework, SQL Server and design/architectural patterns (e.g. Model-View-Controller (MVC))
  • Knowledge of at least one of the .NET languages (e.g. C#, Visual Basic .NET) and HTML5/CSS3

Knowledge, Skills, & Abilities:
  • Understanding of Agile methodologies
  • Excellent troubleshooting and communication skills
  • Attention to detail
  • Excellent problem-solving abilities, client-facing expertise, and verbal/written communication skills
  • Demonstrable experience leading a team of technical developers
  • Should have a deep knowledge of ASP.NET, .NET Core, and related technologies to provide technical guidance and support to the team
  • Should be proficient in designing and building enterprise-level software, with experience in architectural and implementation-level design
  • Must excel in identifying, diagnosing, and resolving complex technical issues quickly
  • Should be skilled in reviewing and approving code, ensuring adherence to best practices and coding standards
