Work Schedule: 2 days remote (Wednesdays and Fridays), 3 days onsite (Mondays, Tuesdays, and Thursdays)
Position Overview
This is a senior-level Business Analyst role requiring 8+ years of experience. The position demands strong judgment, independence, creativity, and the ability to manage complex tasks. The candidate will act as a liaison between the business and IT teams, gather requirements, and support digital transformation initiatives. Project management experience (PMP) is considered a strong plus.
Responsibilities
Review, analyze, and evaluate business systems and user needs.
Formulate systems aligned with overall business strategies.
Conduct business process reengineering and identify opportunities for technology adoption to enhance efficiency.
Create solution options, perform risk assessments, and conduct financial analyses (e.g., cost/benefit, ROI, buy vs. build).
Document detailed user requirements, program functions, and process workflows.
Lead digital transformation initiatives, designing and implementing optimized business processes.
Develop business architecture artifacts including business process models (BPMN), data models, capability models, and value streams.
Collaborate with leadership, business units, IT teams, and external partners to define and validate requirements.
Bridge the gap between business and IT, ensuring clear understanding and alignment.
Additional Considerations
Strong expertise in Business Process Reengineering (BPR) and digital transformation.
Experience with MITA (Medicaid Information Technology Architecture) framework is required, with State Self-Assessment (SS-A) experience highly desirable.
Ability to drive organizational change, optimize workflows, and support enterprise-level strategic initiatives.
Minimum Requirements
At least 12 years of progressive experience in a Business Architect or similar role, with emphasis on enterprise-level projects.
At least 12 years of experience in digital transformation and business process reengineering, with measurable impact on efficiency and service quality.
At least 12 years of demonstrable expertise in MITA, including practical applications in complex environments.
At least 10 years of business modeling experience with BPMN, UML, ArchiMate, and enterprise architecture frameworks (e.g., TOGAF).
At least 10 years of strong analytical, problem-solving, and critical thinking skills.
At least 10 years of excellent written and verbal communication, presentation, and stakeholder engagement skills.
At least 10 years of strong negotiation, facilitation, and conflict resolution skills.
A Bachelor s degree in Business Administration, IT, Computer Science, or a related field (Master s preferred).
At least 8 years of experience collaborating with both technical and non-technical teams on complex business problems.
Preferred Qualifications
12+ years of direct experience with Health and Human Services (HHS) systems, such as Medicaid, SNAP, TANF, and CHIP, including regulatory and policy knowledge.
10+ years of experience working in government or public sector environments.
Professional certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma (Green/Black Belt) are strongly preferred.
Familiarity with Agile and SAFe methodologies.
