Position Overview

EOHHS is seeking a highly motivated Senior Business Analyst (SBA) to support the modernization of the MA21 legacy eligibility system as part of the One Health Initiative. This initiative aims to unify eligibility and enrollment processes for all Medicaid populations-MAGI and non-MAGI-into a single, streamlined platform.

The SBA will play a critical role in analyzing current operations, gathering and documenting business requirements, and supporting the transition to a modern, modular infrastructure. This role requires strong analytical, communication, and project coordination skills, with a focus on healthcare eligibility systems and public sector transformation.

Key Responsibilities
  • Act as a liaison between business users, development teams, and infrastructure groups.
  • Gather and document business requirements, use cases, and functional specifications.
  • Analyze current workflows and system capabilities to support modernization planning.
  • Create and maintain Unified Process artifacts in alignment with the approved SDLC.
  • Support test planning, execution, and post-production verification.
  • Prepare implementation plans, user documentation, and training materials.
  • Coordinate project activities and communicate status updates to stakeholders.
  • Identify and resolve production issues, user requests, and helpdesk tickets.
  • Participate in release planning and ensure platform readiness.
  • Monitor and measure the success of implemented solutions in production.
  • Identify risks, scope changes, and escalate issues as needed.

Preferred Qualifications
  • Strong understanding of the Software Development Life Cycle (SDLC) and Unified Process methodologies.
  • Experience with complex eligibility systems, preferably in healthcare or government.
  • Proficiency in tools such as Jira, Visio, Microsoft 365, Excel, PowerPoint, and Access.
  • Ability to create process flows, diagrams, and detailed documentation.
  • Familiarity with MA HIX, long-term care populations, or non-MAGI eligibility is a plus.
  • Experience with data structures, application programming, or relational databases is desirable.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to work collaboratively in a fast-paced, cross-functional environment.

Education & Experience
  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field.
  • Minimum 3 years of experience as a Senior Business Analyst on large-scale applications.
  • Experience working across all phases of the SDLC, including post-production support.
  • Prior experience in government or healthcare IT environments is highly preferred.
