Mandatory Qualifications

  • A Bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • Bachelor’s degree (or additional qualifying experience may substitute).
  • Minimum 5 years applying analytical processes on IT projects, including at least 3 years in business systems analysis & design.
  • Minimum 5 years (within past 7 years) as a BSA on complex application development projects, including facilitating JAD workshops and gathering/documenting requirements.
  • Minimum 5 years (within past 7 years) ensuring business needs are met by complex applications, including:
    • Developing requirements traceability matrix
    • Creating system design/configuration/architecture specifications
    • Data dictionary & data modeling documentation
    • Documenting business processes
    • Identifying process improvement opportunities
    • Supporting implementation of process improvements
  • Minimum 3 years (within past 5 years) on projects using SDLC processes, including iterative and agile methods.
  • Minimum 3 years (within past 5 years) providing mentorship, knowledge transfer, and training for BSA activities.

Desirable Qualification

  • Master’s or Doctorate degree.
  • 6 years applying analytical processes on IT projects, with at least 4 years in BSA/design.
  • 6 years (within past 7 years) as a BSA on complex development projects, with JAD workshop facilitation.
  • 6 years (within past 7 years) ensuring business needs are met by complex applications (same activities as MQ4).
  • 4 years (within past 5 years) working on SDLC projects including iterative and agile.
  • 4 years (within past 5 years) providing mentorship, knowledge transfer, and training.
  • 3 years (within past 4 years) using:
    • JIRA R4J, X-Ray
    • Microsoft Project, Word, Excel, Visio, Outlook
    • Subversion (SVN)
  • 2 years working with DOJ Bureau of Firearms or similar systems/applications.
