Department Summary:
MITRE operates the Center for Enterprise Modernization (CEM) Federally Funded Research and Development Center (FFRDC) on behalf of our public sector sponsors. MITRE's Commerce Division is dedicated to supporting the U.S. Department of Commerce (DOC) in its mission to create the conditions for economic growth and opportunity for all communities. We collaborate with the 13 DOC bureaus and other independent government agencies to drive U.S. competitiveness, spur innovation, and foster job growth. MITRE is seeking a proactive, innovative thought leader for the Business Systems Engineer position to support a growing and diverse portfolio of sponsors within MITRE's Commerce Division. This position will primarily support MITRE's engagements with the U.S. Census Bureau and requires a blend of technical, business process, and operational design experience.
As a Business Systems Engineer you will be a member of an interdisciplinary team and will participate in the following activities:

This position will primarily support MITRE's engagements with the U.S. Census Bureau and requires a blend of technical, business process, and operational design experience.
As a Business Systems Engineer you will be a member of an interdisciplinary team and will participate in the following activities:
- Provide decennial census-specific subject matter expertise, analysis, and implementation assistance around program/business architecture to guide planning, design, development, testing, integration, and communication of the overall operational design, detailed operational designs, and high-level test planning for the 2030 decennial census.
- Conduct research and provide recommendations and guidance, based on best practices, subject matter expertise and strategic alignment, to support the ongoing modernization of the 2030 decennial census. This includes:
- Developing business process models and recommend process improvements
- Performing analysis to ensure that processes are aligned with desired business/mission strategies and objectives
- Providing recommended improvements to the processes supporting the development of requirements or business operations, including providing research, analysis, modeling, and documentation
- Analyze system components and determine areas of needed integration
- Contribute to the development of products, such as concept of operations, analysis of alternatives, plans, roadmaps, playbooks, and visual dashboards
- Identify innovative ideas to present detailed and complex concepts effectively, besides presentations and documents
- Apply leading practices, methodologies, tools, and techniques
- Proactively identify and capture emerging opportunities with existing or new sponsors to collaboratively define the scope, objectives and strategic approach
- Participate in department, division, and corporate-wide relationship-building opportunities and learning and development programs
Minimum Qualifications:
- Experience working with and/or for the Census Bureau, specifically decennial census operations
- A minimum of 8 years of related experience with a bachelor's degree; or 6 years and a master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience
- Experience interacting with senior government officials to communicate innovative solutions to complex problems
- Experience building partnerships with multiple stakeholders, and eliciting information for analysis purposes
- Expertise in one or more of the following: Business Architecture, Program Architecture and Integration, Requirements Engineering and Development, and Simulation Experiments
- Experience leading small teams
- Troubleshooting and analytical skills
- Good communication and collaboration skills
- Ability to obtain and maintain a Suitability security clearance
- This position requires a minimum of 50% hybrid on-site
Preferred Qualifications:
- Understanding of Enterprise Architecture and Solution Architecture
- Proficiency in modeling with Microsoft Visio
- Lean Six Sigma, Certified Business Analysis Professional, and/or other process related credentials
- Certification in an Enterprise Architecture Framework
- Knowledge of the Generic Activity Model for Statistical Organization (GAMSO)
