Job Title: Capture Manager

Contract Length: 6 months - contract to hire

Location: Remote - must be local to Washington, D.C. area

Rate: up to $75/hr.

Our client is searching for a Federal Capture Manager/Senior Program Manager to support our ongoing missions throughout the U.S. The Federal Capture Manager/Senior Program Manager is responsible for developing and executing strategic plans to win government contracts by deeply understanding customer needs, leading the capture process (pre-proposal activities), and coordinating with various internal teams to craft winning proposals for federal agencies, maximizing the companys chances of securing new business within the government market; essentially acting as the key player in identifying and pursuing federal contract opportunities with a focus on maximizing win probability.

Key responsibilities of a Federal Capture Manager:

Identifying potential government contracts aligned with the companys capabilities, assessing the competitive landscape, and analyzing customer requirements to determine winnable opportunities.

Leading the creation of a comprehensive capture strategy, including win themes, differentiators, and key messages to effectively position the companys solution against competitors.

Establishing and managing relationships with key decision-makers within federal agencies to understand their needs and priorities.

Collaborating with technical teams, proposal managers, and cost analysts to develop a compelling and compliant proposal that addresses customer requirements and aligns with the capture strategy.

Actively monitoring competitor activity, analyzing their strengths and weaknesses, and adapting the capture strategy accordingly.

Managing cross-functional capture teams, assigning roles and responsibilities, and ensuring effective collaboration throughout the capture process.

Following up with the customer after proposal submission, addressing any questions or concerns, and preparing for potential contract negotiations.

Required skills and qualifications:

Deep understanding of federal procurement regulations (FAR/DFARS) and contracting vehicles

Proven experience in federal government contracting, particularly in identifying and pursuing large, complex opportunities

Strong analytical skills to assess market dynamics and competitive landscapes

Excellent communication and presentation skills to effectively communicate capture strategies to internal stakeholders

Leadership abilities to manage and motivate cross-functional teams

Technical expertise in relevant industry sectors depending on the companys focus

Ability to obtain and maintain a government security clearance

8-10 years of relevant experience required

Bachelors Degree required

Must have skills/technologies:

Relationships with government agencies and an understanding of Government Contracting

8+ years of professional experience in Gov-Contracting business development

Understanding of IT systems and solutions that are procured by Government buying organizations

Bachelor's degree

Nice-to-have skills/technologies:

PMP certification

IT certifications

Government Clearance

Master's degree

Experience working with HHS or CMS
