As a Change Manager supporting FEMA OCIO, you will lead and optimize the Change Management (CM) lifecycle for software deployments. You'll serve as the subject matter expert in CM processes, drive operational efficiency, and deliver actionable insights through data analysis and Agile methodologies. This role is ideal for someone who thrives in a fast-paced environment, enjoys solving complex workflow challenges, and is passionate about continuous improvement.

Responsibilities

Lead Change Management Operations:

  • Serve as CM lead and subject matter expert for Software Deployment Requests (SDRs)
  • Conduct quality assurance reviews to ensure compliance and accuracy of SDRs
  • Oversee CM Historical JIRA Maintenance project to validate deployment outcomes


Agile Project Execution:

  • Facilitate daily stand-up meetings to report progress, surface blockers, and align priorities
  • Manage and monitor JIRA Kanban boards to track CM tasks and team deliverables
  • Collaborate cross-functionally to implement CM process improvements


Data Analysis & Reporting:

  • Generate weekly reports analyzing CM Deployment Request metrics
  • Submit WAR reports and SDR metrics to FEMA OCIO and internal leadership
  • Track and report progress on Historical JIRA Maintenance efforts


Documentation & Process Optimization:

  • Develop and maintain CM workflow guides and procedural documentation
  • Monitor changes to JIRA Undo Transitions and assess impact on CM operations
  • Lead long-term initiatives to identify anomalies in JIRA SDR tickets


Team Performance & Coverage:

  • Provide late-day CM coverage to ensure continuity of operations
  • Conduct workforce analysis with CM leadership to evaluate team productivity and performance


Qualifications

  • Proven experience in Change Management within a federal or enterprise IT environment
  • Strong proficiency with ServiceNow, Agile methodologies, and Kanban workflows
  • Exceptional analytical skills with a track record of driving process improvements
  • Excellent communication and stakeholder engagement abilities
