Required:

  • NYISO Knowledge: Must have a deep understanding of the NYISO Shared Governance process, committee structures, sector structure and administration of FERC Tariffs.
  • New York State Bulk Electric System Knowledge: Must be familiar with the existing NYS BES, including major substations, transmission lines and generation assets. This includes familiarity with existing asset owners, known asset constraints, and projects under development.
  • Electric Power System Engineering Experience: Must have a thorough knowledge of the planning, design, construction and operations of electric power systems, including transmission, substation and generation assets. As part of bid development it will be necessary to direct Transmission Planners in transmission security analysis and resource adequacy studies, and be able to interpret the results.
  • Bachelor's degree in Business, Marketing, Engineering, Construction, Project Management, or a related area, or equivalent experience.
  • Minimum of 8+ years of sales, business development, or project management experience, preferably in the T & D construction, energy infrastructure, or electrical transmission industries.
  • Knowledge of the energy market and regulatory environment.
  • Knowledge of transmission planning, engineering and permitting processes to develop credible, competitive solutions.
  • Business development experience at large energy companies.
  • Extensive experience in bid management for major tenders put out by regulators - ideally within the energy space (e.g., offshore wind auctions, Infrastructure tenders).
  • Firm grasp of the economics of transmission projects, robust understanding of financial and commercial parameters of bids and impact on financial outlook.
  • Strong understanding of the electrical T&D marketplace in New York and effective commercial contracting skills.
  • Working experience with risk analysis and financial justification for a bid package.
  • Excellent interpersonal, communication, and negotiation skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Excellent interpersonal, oral written communications and negotiation skills.
  • Ability to work collaboratively with cross-functional teams in matrixed organizations.
  • Ability to read and interpret technical information, financial reports, and legal documents.
  • Strong organizational, prioritization, and time-management skills.

Responsibilities:
  • Identify potential transmission system needs, and advocate for the development of creative, constructible, and cost competitive projects to satisfy those needs.
  • Oversee bid strategy and origination for specific solicitations.
  • Purview of the role is to oversee the definition of strategy, approach to executing that strategy through origination (e.g., engagement with potential partners), and putting together and submitting bids in formal solicitations (e.g., NYISO PPTN).
  • Driving earnings growth and expanding the Company's transmission system investments within New York State.
  • Focuses on identifying new and existing business opportunities, building and maintaining long-term relationships with key stakeholders, and developing strategic plans to achieve company goals.
  • Requires periodic travel and collaboration with internal teams to ensure successful project execution.
  • Close interaction with the NYISO through participation in committees (ESPWG/TPAS, OC and MC) to help shape NYISO policy, and be aware of potential opportunities.
  • Efforts associated with interconnecting to the electric system by second party transmission or generation projects will be coordinated through this position.
  • Essential duties and functions may be included but are not limited to the following and other related duties may be assigned.
    • Be the key point person to developing strategy and origination efforts, which includes:
  • Lead the generation of opportunities through analysis of market and policy trends and engaging with different stakeholders: highlight potential risk and benefits for the company and develop plans of actions on how to pursue them.
  • Actively engage in policy and regulatory issues and shape opportunities through constant interaction with stakeholders and potential partners.
  • Lead partnership discussions with other industry participants, as appropriate.
  • Engage with Board on partnership analysis and recommendations.
  • Provide insights on industry trends and competitive landscape on an ad-hoc basis and during yearly strategic alignments.
  • Understand context of competitive market and opportunities on financial outlook and impact and interest of member owners and affiliates.
  • Actively interacting with the Board on defining purview to pursue opportunities outside of PPTN and proposing a budget for the Strategy & origination to pursue these opportunities.
  • Developing long-term vision and direction: Responsible for creating and communicating a clear vision for the organization's future growth and success. This may involve conducting market research and analysis, identifying key trends and opportunities, and setting strategic goals and objectives. Periodic travel to solicit inquiries, follow up on current projects, and attend industry conferences, trade shows, and networking events.
  • Develop project concepts in anticipation of potential opportunities; may involve commercial arrangements including partnerships, real estate positions, strategic supplier relationships.
    • Lead bid development, which includes:
  • Managing process from pre-developing bids in anticipation of upcoming solicitation to coordinating inputs required from all relevant company areas leveraging key experts across the company, contractors and strategic supplier relationships (e.g., from transmission planning, project management, construction management), until final bid proposal.
  • Presenting bid strategies to the Board and teeing up main recommendations for bid submission.
  • Engaging with evaluators to gather and address feedback on submitted bids, coordinating follow-up questions, and collaborating with key SMEs to enhance proposals.
  • Leading Strategic Planning: Leads the development of the organization's strategic plan, which outlines the actions and resources needed to achieve the organization's goals. This may include identifying and prioritizing initiatives, allocating resources, and establishing metrics to measure progress. Research market trends and drivers to identify business opportunities specific to the New York energy market. Develop account plans for major clients and make presentations on offerings.
  • Building and maintaining relationships with key stakeholders, including NYISO, NYSPSC and NYSERDA.
  • Communicating and aligning strategy: Must effectively communicate the organization's strategy to senior management, employees, and other stakeholders and ensure that all levels of the organization are aligned with and working towards the same goals.
  • Supply management with reports on customer needs, problems, interests, competitive activities, and potential for new products and services.
  • Conduct regular customer surveys to ensure client needs are met.
  • Collaborating with other departments to gather necessary information and resources for bid preparation and strategy planning (e.g., transmission planning for key areas, procurement & supply chain for critical components)
  • Leading cross-functional teams: May be responsible for leading cross-functional teams to implement strategic initiatives and projects and ensure that they are completed on time, within budget and with satisfactory results.
  • Managing risks and challenges: Must identify and manage risks and challenges that may impact the organization's ability to achieve its goals, and develop contingency plans as needed.
  • Monitoring and reporting on progress: Responsible for monitoring the progress of the organization's strategic initiatives and reporting on results to senior management and other stakeholders. They may also be responsible for adjusting the strategy as needed based on changing market conditions or other factors.
