Position Description
About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.
What you will do at Harris County Flood Control District:

The Harris County Flood Control District is seeking qualified, exceptional candidates for the role of Engineering Project Manager. Responsible for delivering projects from preliminary engineering through all project phases to close out. Work is primarily focused on flood damage reduction projects funded through various sources including grant projects and other infrastructure projects and engineering tasks.
Essential Functions and Duties:
Project Execution & Lifecycle Management
  • Lead infrastructure and capital improvement projects from conceptual design through final engineering, and closeout, including resource allocation, scope definition, schedule development, risk analysis, cost estimation, and deliverable tracking.
  • Oversee consultant selection and contract negotiations; manage multidisciplinary teams and stakeholders to establish and maintain project execution plans, including scope, schedule, budget, and performance metrics.
  • Direct coordination with the project delivery team to produce phase-specific technical documentation, including engineering reports, design drawings, specifications, and regulatory submittals.
  • Conduct comprehensive risk assessments and implement mitigation strategies to ensure alignment with project objectives related to scope, schedule, and budget.
  • Respond to growing project demands and expedited timelines with adaptive planning and execution strategies.

Quality Assurance, Regulatory Compliance & Technical Oversight
  • Perform technical reviews and quality assurance/quality control (QA/QC) evaluations of engineering deliverables to ensure compliance with grant requirements, county standards, and client expectations.
  • Ensure all design outputs conform to District engineering standards, applicable codes, and permitting regulations.
  • Resolve design and implementation conflicts through collaborative problem-solving with internal teams and external stakeholders, ensuring constructability and regulatory acceptance.

Stakeholder Engagement & Interagency Coordination
  • Facilitate effective communication and coordination with executive leadership, elected officials, regulatory agencies, and community representatives to support project transparency and stakeholder alignment.
  • Participate in interdepartmental and interagency meetings to synchronize project objectives, regulatory requirements, and resource planning.

Disaster Response & Infrastructure Resilience
  • Support post-disaster infrastructure assessments and recovery operations to restore essential services and ensure public safety across Harris County assets.

Organizational Participation & Professional Development
  • Engage in departmental planning and coordination meetings to align operational goals and project priorities.
  • Pursue ongoing professional development through technical seminars, certification programs, and industry workshops to maintain engineering license and stay current with best practices.

Additional Duties
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Requirements
Education:
  • Bachelor's Degree in Engineering, Engineering Technology, Construction Science, or Construction Management from an ABET-accredited college or university.
Experience:
  • Five (5) years' experience managing infrastructure projects with at least one project with grant funding or multiple different funding sources.

Military service in an applicable field is acceptable.

Licensure:
  • Valid Class "C" Texas Driver's License

Knowledge, Skills, and Abilities:
  • Excellent written and verbal communication skills.
  • Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
