Job Title: Enterprise Program Manager
Duration: 12 Months
Location: Columbia, SC (Hybrid 3 days remote, 2 days onsite)
Job Scope
An experienced Program Manager is needed to lead and support the implementation of a modern, integrated Enterprise Asset Management System (EAMS). This initiative will replace multiple legacy and end-of-life systems, streamline asset-related processes, and enhance data sharing and analytics across critical operational domains.
The Program Manager will be responsible for planning, coordinating, and overseeing a multi-phased program that spans various departments and technologies. The role requires strong leadership, cross-functional coordination, and deep expertise in enterprise system modernization and integration, particularly within transportation or public sector environments.
Responsibilities
< data-start="1000" data-end="1037">Program Leadership & Oversight</>Lead the implementation of the EAMS program, including stakeholder engagement, vendor coordination, deployment, and post-implementation support.
Manage multiple workstreams supporting areas such as Pavement, Maintenance, Fleet, Traffic, ROW, GIS, and others.
Ensure alignment between business objectives, technical capabilities, and implementation milestones.
Ensure project deliverables meet requirements and deadlines.
Engage regularly with business units, system owners, IT leads, engineers, and executive sponsors.
Facilitate workshops, interviews, and reviews to validate requirements, report progress, and gather feedback.
Develop and maintain program roadmaps, implementation timelines, and resource plans.
Oversee smooth integration with existing systems such as RIMS, BrM/BrR, GIS/LRS, ERP (SAP), P2S, SharePoint, and more.
Collaborate with departments to refine asset management processes in alignment with EAMS capabilities.
Promote standardization, automation, and data-driven decision-making across asset types.
Identify, assess, and manage risks throughout the program lifecycle.
Lead change management efforts to drive adoption, training, and operational transition.
Manage external consultants and solution providers to ensure compliance with contract terms and timely delivery.
Required Qualifications
Bachelor s degree in Information Systems, Engineering, Public Administration, or Business Administration (Master s preferred).
PMP, PgMP, or equivalent project/program management certification.
8+ years of progressive experience managing large-scale IT or enterprise system programs.
Demonstrated experience managing cross-functional teams in public sector, transportation, or infrastructure domains.
5+ years of experience with asset management systems and business process transformation.
5+ years of experience with legacy system modernization and ERP, GIS, and asset tracking system integration.
Working knowledge of technologies such as SharePoint, ESRI GIS, and SQL-based systems.
Exceptional communication, documentation, and stakeholder engagement skill.
Preferred Qualifications
ITIL, Lean Six Sigma (Green/Black Belt), or related process improvement certifications.
Familiarity with federal/state transportation systems, data reporting, and FHWA compliance.
Prior experience with DOT systems (state or federal) highly desirable.
Proven ability to manage multi-system integration efforts, especially involving Transportation Asset, LRS, and GIS platforms.
