Job Summary

We are seeking a seasoned Enterprise Program Manager Executive to lead the implementation of a next-generation Enterprise Asset Management System (EAMS). This program will replace multiple legacy systems, streamline asset-related processes, and improve analytics and data sharing across core operational areas. The role requires a strong leader with expertise in managing enterprise-scale modernization programs, vendor coordination, and system integration within public sector or transportation environments.

Responsibilities

Program Leadership & Oversight

  • Lead end-to-end EAMS implementation, including planning, deployment, vendor coordination, and post-go-live support.
  • Oversee multiple workstreams such as Pavement, Maintenance, Fleet, Traffic, ROW, and GIS.
  • Ensure alignment between business objectives, technical solutions, and project milestones.
  • Track deliverables to ensure requirements, scope, and deadlines are met.
  • Stakeholder Engagement
  • Collaborate with IT teams, engineers, business units, and executive sponsors.
  • Facilitate workshops, interviews, and review sessions for requirement validation and progress updates.
  • Provide regular executive-level program reporting.
  • Strategic Planning & Integration
  • Develop and maintain program roadmaps, implementation schedules, and resource plans.
  • Oversee integration with key systems such as RIMS, BrM/BrR, GIS/LRS, SAP, P2S, and SharePoint.
  • Ensure interoperability and long-term scalability of enterprise platforms.
  • Process Modernization & Governance
  • Refine and standardize asset management processes in alignment with EAMS functionality.
  • Drive automation and promote data-driven decision-making.
  • Establish governance practices to ensure compliance, transparency, and long-term sustainability.

Must Have

  • 12+ years of program/project management experience, including at least 7+ years leading enterprise-scale system implementations.
  • Proven record managing asset management, ERP, or enterprise modernization programs in public sector or transportation environments.
  • Strong understanding of asset lifecycle management, GIS integration, maintenance systems, and regulatory compliance.
  • Expertise in vendor management, contract oversight, and multi-workstream delivery.
  • Experience with integration across enterprise platforms such as SAP, GIS/LRS, or similar systems.
  • Excellent leadership, communication, and problem-solving skills, with the ability to engage executive-level stakeholders.
  • PMP, PgMP, or equivalent project management certification preferred.

Nice to Have

  • Experience implementing EAMS or similar platforms in state-level or large public sector organizations.
  • Knowledge of transportation, infrastructure, or asset-intensive industries.
  • Familiarity with RIMS, BrM/BrR, and P2S systems.
  • Strong change management and organizational transformation experience.
  • Ability to work effectively across diverse teams and geographies.

Education

Bachelor s Degree in Information Systems, Computer Science, Engineering, Business Administration, or related field.

Master s degree preferred.
