Job Details

We are seeking a highly experienced Government Program Manager to lead, oversee, and deliver large-scale Federal government contracts. The ideal candidate brings over 10 years of proven experience in federal program and contract management, including staff oversight, financial stewardship, and compliance with Federal Acquisition Regulations (FAR). This leader will play a critical role in ensuring contract performance, alignment with customer mission objectives, and long-term client satisfaction.

Preference will be given to candidates with prior federal government service (GS experience) in agencies such as NASA, the Department of Transportation (DOT), the Department of Defense (DoD), or the Federal Aviation Administration (FAA). This background provides valuable insight into agency priorities, governance structures, and operational culture, positioning the Program Manager to drive results in a collaborative, accountable manner.

Key Responsibilities

Program & Contract Management

Serve as the primary point of contact for government clients, providing leadership and accountability for all program activities.

Manage the full contract lifecycle, including planning, execution, monitoring, reporting, and closeout.

Oversee development and submission of all contract deliverables, ensuring accuracy, timeliness, and compliance with contract requirements.

Ensure contract performance aligns with mission objectives, technical specifications, and customer expectations.

Financial & Budget Oversight

Develop, monitor, and manage program budgets, forecasts, and financial reports.

Ensure accurate cost accounting and compliance with federal budgetary regulations.

Track program expenditures, identify risks, and implement cost-savings and efficiency measures without compromising quality.

 

Staff Leadership & Workforce Management

Lead, mentor, and supervise cross-functional teams of technical, administrative, and operational staff.

Ensure proper staffing levels, workforce development, and performance management in alignment with contract objectives.

Foster a culture of accountability, collaboration, and professional growth across the program team.

Client & Stakeholder Engagement

Build and maintain strong relationships with senior government stakeholders and agency leadership.

Communicate program progress, risks, and recommendations through formal reports and executive briefings.

Partner with subcontractors, teaming partners, and other external stakeholders to align activities with program goals.

Compliance & Risk Management

Ensure adherence to FAR, agency guidelines, and internal policies across all program activities.

Anticipate and mitigate program risks, developing corrective action plans when needed.

Oversee quality assurance processes to ensure deliverables meet or exceed client standards.

Qualifications

Required:

10+ years of experience managing federal government contracts or large-scale government programs.

Proven track record in program/contract management, staff management, and budget oversight.

Strong knowledge of federal contracting processes, FAR/DFARS compliance, program governance, and IT experience.

Excellent leadership, communication, and decision-making skills.

Demonstrated experience building and managing client relationships at senior government levels.

Preferred:

Prior federal service as a GS employee within NASA, DOT, DoD, or FAA.

PMP or PgMP certification (or equivalent).

Advanced degree in Public Administration, Business, Engineering, or related field.

Experience managing contracts of $50M+ value or multi-year, multi-agency federal programs.
