DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The Houston Health Department has an exciting opportunity for an IT Professional - Applications / HL7 Interface Developer. The job duties include the following, but are not limited to:
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Significant time spent using computer display, keyboard, and mouse.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field.
Information systems-specific technical certifications may be substituted for 1 year of either the education or the experience requirement, as applicable.
Related professional Information Systems experience may be substituted for the education requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
At least five (5) years of technology experience supporting IT applications.
A Master's degree in Computer Science, Management and Information Systems (MIS) or a closely related field may be substituted for two years of the experience requirement.
LICENSE REQUIREMENTS

The Houston Health Department has an exciting opportunity for an IT Professional - Applications / HL7 Interface Developer. The job duties include the following, but are not limited to:
- Follows the Software Development Life Cycle and adheres to programming methodologies (i.e. Agile, Waterfall). Ensures that all internally developed code is written securely and complies with internally published coding standards.
- Understands assigned user departments' duties, information systems, and underlying data, and successfully design and develop procedures, reports and extracts as requested in a timely manner according to department standards.
- Support and Maintain Applications, Interfaces and Reports.
- Develop and maintain technical skills by being informed about new languages, techniques and systems and make recommendations for improvements or enhancements.
- Provide system support services on-site and via telephone during working hours and on-call after normal working hours by responding to calls or requests timely and accurately.
- Demonstrate effective communication with users at all levels, understand various job functions and business needs, and discuss processing problems and project status.
- Provide informed, professional, accurate service and support to all members and associates.
- Troubleshoot and resolve member and internal inquiries in a timely, accurate manner.
- Accept individual accountability and responsibility for success of HHD which includes meeting assigned goals/projects.
- 3 years of ?hands-on programming experience in developing Surveillance applications.
- 3 years of JavaScript, jQuery, Angular JS and other programming/scripting languages.
- 2 years of experience in creating complex reports using one of the following tools: SQL Server Reporting Services, Crystal Reports, tableau or Power BI.
- Working knowledge of electronic case reporting.
- Knowledge of system development methods used for the development of new systems and enhancements to existing information systems.
- Knowledge of the ONC technical standards for certification of EHR technology (CEHRT).
- Knowledge of encryption standards and technology, strong secure data exchange background, and expertise with secure exchange protocols (e.g. HTTPS, SSL, SFTP, Direct Secure Messaging, etc.).
- Knowledge of the health care vocabularies such as LOINC, SNOMED, and ICD10.
- Experience with system development methods used for the development of new systems and enhancements to existing information systems.
- Hands-on Relational Database experience (Microsoft SQL Server).
- Must be able to follow policies and procedures around the management of IT infrastructure, including understanding industry standard change control standards and IT security policies.
- Have trouble shooting skills and experience using various tools available.
- Experience writing scripts, batch files, PowerShell Scripting, etc.
- Candidates should have experience with faxing solutions such as RightFax, Imaging Solutions such as Documentum or Image now.
- Customer service oriented with strong interpersonal and leadership skills.
- Excellent time management and prioritizing skills.
- Self-motivator able to take tasks or projects and run with them.
