Summary

This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT). OIT is responsible for implementation of information technologies that are aligned with business strategies of the VA, from Veterans Health Administration (VHA), Veteran Benefits Administration (VBA), National Cemetery Administration (NCA) and Corporate offices.

Major Duties:

  • Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
  • Extensive knowledge and skill in advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of DevSecOps planning, acquisition, and management processes.
  • Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Knowledge of information technology (IT) acquisition/procurement requirements.
  • Lead and oversee budget, staffing, and contracting.
  • Manages the production of Requests for Information (RFls) and Requests for Proposal (RFPs) in support of product procurement efforts.
  • Mastery of, and competencies in Pricing, Planning, Competitive Analysis, Financial Planning and Strategy.
  • Attends and/or sponsors meetings, training sessions and other appropriate forums to facilitate information exchange with stakeholders and all interested parties.
  • Manages the production of numerous recurring and ad hoc briefings and reports for VA senior leadership. Prepares and presents briefings to senior IT staff regarding routine IT issues.
  • Proven interpersonal skills to work and interact effectively with others.
  • Provides information to senior management by preparing short-term and long-term product forecasts and special reports and analyses; answering questions and requests.

Physical Demands: Work is primarily sedentary but involves use of a personal computer so a degree of dexterity and visual acuity to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings.

Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risk or discomforts that require normal safety precautions.

Qualifications

To qualify for this position, all qualification requirements must be met by the closing date of this announcement 08/25/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes
  • Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

AND

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience in strategic technological direction, aligning OIT with business goals while fostering innovation and efficiency. This role involves designing and implementing enterprise architecture frameworks, integrating emerging technologies, and providing guidance on performance, scalability, security, and cost-effectiveness. Responsibilities include collaborating with key stakeholders to develop technology roadmaps supporting digital transformation. Strong background in enterprise-level technologies, leadership of cross-functional teams, and ability to articulate complex concepts to non-technical audiences required. Experience in defining and designing data architectures collaboratively to align with VA data governance policies and the VA Data Strategy. This includes developing and documenting enterprise data architecture that outlines the structure, storage and management of data across the enterprise. This will also include evaluating data integration tools and techniques, designing integration workflows and addressing compatibility issues to facilitate effective data sharing and reporting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
