Job Description:
With the anticipated completion of the Java Infrastructure Project, the Department has a new project to take advantage of the new technology and further improve the overall technology environment for the agency. With the new Access Database Consolidation project, the overall goal of this project is to streamline and optimize data management by consolidating a multitude of Microsoft Access databases into the agency enterprise Java application environment. The Department will utilize the improvements provided by the new Java technology to accomplish the following goals: 1) consolidate Access databases into the new Java environment, 2) working with internal Divisions to create projects to expand the use of the CDB system to accommodate critical functions of agency business, and 3) improve data integrity by migrating data from these small systems into our enterprise CDB environment.
Consolidating these small systems into the enterprise CDB environment will provide significant benefits to Department staff, subrecepients that provide access to our programs, and the citizens that we serve. The benefits of the consolidation are the following: 1) reduction of small unsustainable systems, 2) ability to create better more functional applications, 3) smartphone and mobile device support, 3) supported, secure applications, and 4) increase efficiencies for our programs by having IT staff address issues during development and testing. Ultimately, this project will get TDHCA more of the agency s critical business functions into our newly upgraded enterprise environment, which is a modern, secure development environment and improve the agency s ability to provide better applications for administering agency programs and the constituents that use them. The Microsoft Access Database Consolidation project will provide greatly needed modernization to our Java platform that currently houses our agency s main program applications.
This software platform consists of the Housing Contract System (HCS), The Community Affairs Contract System (CACS), the Compliance Monitoring and Tracking System (CMTS), the 811 Project Rental Assistance System (811) and a suite of applications currently hosted on our agency s website for public access. This upgrade will allow us to upgrade our code base, frameworks, libraries, and build tools so we can benefit from Java s latest features, performance enhancements and support tools that are not currently available to us. The Project Manager will provide management and leadership for this project. The Project Manager will be responsible for: developing a project timeline; understanding TDHCA s current Java development environment; documenting the environment and ongoing maintenance of documentation; and organizing, planning and collaborating with TDHCA staff to achieve TDHCA s project goals. The Project Manager will be accountable for successful project delivery, outcomes, and customer satisfaction to the Agency. Set project goals, time frames, assist with budget estimates and status reports. Ability to address changes, align with state of Texas information technology (IT) controls (Texas Administrative Controls (TAC) 202, Texas Government Code (TGC) 2054) and assist with creating team standards. This individual works under the supervision of the TDHCA Director of IS and Director of Real Estate Analysis, with a wide degree of latitude for the use of initiative and independent judgment. The Project Manager will assist with all team efforts.
As stated above the major goal of the project is to upgrade the TDHCA Java infrastructure development environment to a supported version of Java and upgrade the supporting tools and applications as well.
This will be a remote position. However we would prefer someone in the central Texas area that is available to come into the office if necessary for occasional meetings.
ESSENTIAL FUNCTIONS:
Process Consistency: Direct, develop, evaluate, and establish processes used by software vendor to ensure they are adhering to procedures consistently and confirm scope and schedule changes are documented, approved, and understood by project team members. Oversee and develop project budgets, schedules, works plans, resource requirements, cost estimates, and cost projections. Document and monitor exceptions to standard IT policies, processes, and best practices.
Deliverable Quality: Oversees, monitors, and manages the quality of highly complex, customized software build-out and works to identify continuous improvement measures/root cause and corrective actions. Verifies project deliverables are acceptable, fulfill terms of the team agreements, and are within time and budget. May oversee the deliverables of contract work.
Customer Satisfaction: Communicates routinely to project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback.
Leadership: Responsible for problem management, issue resolution, and risk identification and mitigation. Also must take ownership of the project.
Vision: Articulates a clear view (current and future) of the software to the TDHCA project team and external customers. Evaluate the project on defining and meeting strategic goals and objectives.
