Title: Information Engineer

Position Description: The Information Engineer shall apply a set of disciplines for planning, analysis, design, construction, and maintenance of information systems on a business-wide basis or across a major sector of the business. This individual is responsible for performing the following tasks:

  • Performing business strategic systems planning, information planning, and analysis
  • Performing process and data modeling in support of the planning and analysis efforts using both manual and automated tools (such as I-CASE tools)
  • Applying reverse engineering and re-engineering disciplines to develop migration, strategic, and planning documents
  • Providing technical guidance in software engineering techniques and automated support tools
  • Lead the architecture, development, and deployment of secure and scalable cloud-native solutions, primarily on AWS, aligned with enterprise PaaS standards
  • Design and implement containerized applications using Kubernetes (EKS), ensuring high availability and scalability
  • Develop and support enterprise-grade applications using modern frameworks such as Node.JS, Java, Spring, and Angular, with a focus on performance and maintainability
  • Build and consume RESTful APIs to support real-time integration across platforms and third-party services
  • Lead the creation of automated testing strategies including regression, unit, integration, performance, and 508 compliance to ensure quality and accessibility
  • Write SQL queries and manage test data within relational databases to validate backend functionality and ensure data integrity
  • Perform advanced root cause analysis and resolution of production issues affecting multi-tier web architectures
  • Support triage of change requests and incident tickets during development and production phases in an Agile environment
  • Implement cloud security best practices, including secure networking and vulnerability remediation strategies
  • Participate in the development and enforcement of application security architecture for cloud-based systems
  • Provide mentorship and technical guidance to development and QA teams, contributing to team knowledge sharing and framework development
  • Communicate complex technical concepts and testing feedback clearly to both technical and nontechnical stakeholders
  • Apply experience with human services programs (e.g., Child Welfare, Juvenile Justice, Eligibility Systems) to align platform design and functionality with programmatic requirements
  • Collaborate with enterprise teams to ensure development practices align with compliance, policy, and business objectives across the SDLC

Education: This position requires a Bachelor s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or related scientific or technical discipline.

General Experience: The proposed candidate must have at least five (5) years of experience in engineering, systems analysis, design, and programming:

  • Experience leading Agile-based system design, development, and deployment efforts in enterprise PaaS environments
  • Strong background in designing and implementing enterprise software with cloud-native components and multi-tier architecture
  • Proven track record in writing secure, scalable, and maintainable code using modern development stacks

Specialized Experience: The proposed candidate must have at least two (2) years of experience in information systems development, functional and data requirement analysis, systems analysis, and design, programming, program design, and documentation preparation:

  • At least two years of experience developing and deploying secure cloud-based applications in AWS or similar environments
  • Demonstrated ability to lead and execute full lifecycle test efforts for complex enterprise applications
  • Experience in supporting or developing IT systems for public sector programs in health and human services
