Job Description:

 

This role is focused on the use of healthcare data and other ancillary data sources for analytic purposes, including providing proactive recommendations and coaching to data requestors on how to represent data most effectively and how to leverage the unique opportunity to incorporate cross-sector integrated data to promote deeper insight and understanding.  This position also performs and/or participates in a variety of moderate to complex research, studies, data analysis, metrics reporting, facilitation and training, and assessment related to department performance and strategic planning; design, develop, appraise, and conduct orientation for existing and prospective new programs and service offerings (internal and contracted) and execute various other administrative assignments of varying complexity as assigned.

 

Major Tasks, Duties and Responsibilities:

  1. Responsibility of leading data analysis and reporting services design, development, management, maintenance, and program coordination in relation to data & analytics service fulfillment to intra-agency and external customers.
    1. Plans, organizes, coordinates, monitor, and supports general oversight of programs and services rendered through MOUs, internal operations, and grant opportunities; this includes monitoring deliverables, tracking compliance, and supporting programmatic changes and updates.
    2. Serve as key point of contact/liaison to customer/stakeholders providing data/analytics service request and IS/BI Analytics staff/team responsible for task completion.
    3. Ensures that the outcomes are completed in harmony with the specific project and organization’s strategic goals.  Creates and fosters partnership with key stakeholders, customers, and other IT staff, business units, vendor representatives and consultants, and focus on the entire process of the project from discovery to completion.
    4. Performs project management duties and organizes project documentation in support of defined IS/BI Analytics Services including intake process/procedures, requirements collection & documentation, defined standard operating procedures, deliverable tracking and implementation of services per defined request.
    5. Monitor implementation of program policies and practices.
    6. Coordinate program communications.
    7. Manage staff work assignments, workloads, and work schedules.
    8. Coordinate interactions/relationships between staff, clients, administrators, and all other program stakeholders.
    9. Schedule and organize program-related meetings and events.
    10. Perform and coordinate IS/BI staff training and other audiences/venues (as applicable) as it relates to the program.

 

  1. Works with internal/external stakeholders requesting data to:

 

    1. Develop data and report requests to meet their program needs.
    2. Design or identify proxy measures when needed.
    3. Translate stakeholder program data needs to technical staff and technical capacity to stakeholders.
    4. Provide recommendations on additional useful analytics drawn from previous report development experience using cross-sector data.
    5. Refine data visualization requests to provide meaningful and actionable results. 
    6. Manages the prioritization of these data analytics report requests for the technical team according to the programmatic need and urgency learned from the request development process.

    3. Ability to quickly comprehend and reframe complex data and technical information and concepts for consumption by non-technical and/or non-data-oriented audiences.
    4. Experience preferred with analytics tools/capabilities including: SQL, SQL DB, Microsoft Azure, Azure Synapse, Snowflake, PowerBI and use of DAX language.
    5. Experience preferred with project management ticket based work request or issue tracking software such as Azure DevOPs or Jira

 

  1. Required Education and Experience:

 

  1. Bachelor’s degree in computer science, or equivalent technical field from an accredited college or university
  2. 3 plus years of experience in data management, reporting or analytics-based work
  3. 2 plus years of experience in Health Care, Public Sector or related informatics field, performance management, or analysis with strong database SQL skills
  4. 3 plus years of experience with SQL, Python and/or Java programming languages
  5. 3 plus years of experience with PowerBI or other visualization tools such as Qlik or Tableau
  6. 2 plus years of experience with data schema design and dimensional data modeling
