Description:
We're seeking a highly polished Program Analyst to join our team. The ideal candidate will have a deep background in federal grant monitoring and programmatic compliance, with experience in LIHEAP and CSBG grants. This pivotal role requires an expert who can analyze grantee performance, identify compliance findings, and contribute to the development of robust oversight solutions. This position is contingent upon a successful contract award and requires travel.

Prefer candidates living in the Washington, D.C. area.

Key Responsibilities:

  • Conduct reviews of grantees reporting on noteworthy practices, compliance findings, and opportunities for improvement in programmatic administration.
  • Work closely with the client on various monitoring, technical assistance, and administrative support activities that support their mission.
  • Ensure high-level quality in all client deliverables by implementing or adhering to a quality control system for monitoring and reviewing work.
  • Utilize the TeamMate+ monitoring platform to request, review, and prepare working papers and track resolutions.
  • Provide timely, attentive, and upbeat service to clients and grantees, ensuring their needs are met in a manner that reflects positively on the organization.
  • Evaluate the efficiency and effectiveness of grant program operations to ensure they meet established goals and comply with federal grant requirements.
  • Identify inefficiencies or potential risks within programming processes and propose improvements to enhance performance and ensure compliance.
  • Prepare detailed reports on programmatic findings, including observations, data analysis, and recommendations for grant programs.
  • Maintain accurate and organized documentation for all reviews and analyses, ensuring all records are readily available.
Requirements:
  • A degree in social science, such as psychology, sociology, economics, political science, history, public policy, or public health.
  • Demonstrated experience with programmatic analysis and monitoring grant programs administered by states, tribes, and nonprofit organizations that receive Federal grants.
  • Three years of experience in program management or programmatic analysis.
  • Four years of experience overseeing or monitoring LIHEAP or CSBG grants.
  • Strong verbal communication and presentation skills, with the ability to provide technical assistance professionally.
  • Meticulous attention to detail and ability to match field conditions with relevant federal statutes, regulations, and best practices.
  • Excellent time-management and critical thinking skills to analyze data and form a judgment based on technical knowledge of grant programs.
  • Proven ability to work collaboratively and effectively in a remote or virtual team environment.
  • Experience using the TeamMate+ monitoring platform is a desired skill.
