Title: LMS Migration Project Manager

Role:
This role serves as Project Manager to the Senior Project Manager for a project migrating from multiple legacy Learning Management Systems to a new Learning Management Platform. The project is executed for a US Federal Agency, and the PM works in close collaboration with the COR and other Federal and Contractor Project Leads.
Duties:
Serve as Project Manager to the Senior Project Manager, working in close collaboration with the COR and other Federal and Contractor Project Leads for complex federal information technology projects at a federal agency.
- Maintain consistent knowledge of the latest updates on project status; field project-related questions from key internal stakeholders and senior leaders, providing clear information and directing questions as appropriate to the right staff person.
- Attend project meetings when requested by the project lead or COR and record minutes.
Agile Project Planning & Initiation
- Define the product vision and roadmap in collaboration with stakeholders.
- Break down the migration into epics, features, and user stories.
- Establish an Agile team structure (e.g., Scrum Master, Product Owner, cross-functional team).
Stakeholder Engagement
- Facilitate backlog grooming sessions to prioritize features and requirements.
- Conduct regular sprint reviews and demos to gather feedback.
- Maintain a transparent communication cadence with stakeholders through stand-ups, reviews, and retrospectives.
- Manage relationships with:
- LMS implementation partners
- Legacy LMS support teams (for data extraction and decommissioning)
- Internal departments (IT, security, compliance)
- Facilitate regular status meetings and steering committee updates.
Risk & Dependency Management
- Identify and manage technical and business risks iteratively.
- Use Agile risk boards or RAID logs to track and mitigate issues.
- Coordinate cross-team dependencies (e.g., data migration, integrations) across sprints.
Sprint Planning & Execution Oversight
- Lead sprint planning sessions to define goals and assign tasks.
- Monitor velocity and burndown charts to track progress.
- Ensure cross-functional collaboration between functional consultants, developers, testers, and trainers
Incremental Testing & Quality Assurance
- Integrate testing into each sprint (unit, integration, UAT).
- Ensure test cases are written alongside user stories.
- Coordinate frequent demos to validate functionality with end users.
Agile Change Management & Training
- Collaborate with the Product Owner to prioritize training and adoption features.
- Deliver training content iteratively, aligned with sprint releases.
- Use feedback loops to refine training and communication strategies.
Incremental Go-Live Strategy
- Plan for phased or pilot rollouts instead of a big-bang go-live.
- Use release planning to manage deployments and cutover activities.
- Monitor early adoption metrics and adjust backlog based on feedback.
- Facilitate and/or assist with project team meetings, daily scrum meetings, and other meetings with staff and/or contractors associated with the project.
- Draft documents and complete templates for project planning, project management planning, and associated reporting as assigned by the project lead.
- Manage project schedules from multiple sub-projects and track the deliverables to closure.

Education:
- Bachelor s Degree
Experience:
- 5 Years of Project Management Support Experience in Software Application SDLC and/or Agile processes
- 2 Years of experience working within HHS Enterprise Performance Life Cycle (EPLC) project management framework (Preferred)
Certifications:
- Project Manager Professional (PMP)
- Certified Scrum Master (CSM) (Preferred)
Required Skills:
- Experience working with JIRA or similar project management/issue-tracking software.
- Experience working on enterprise projects with large data repositories (warehouses, lakes, etc.) and cloud architecture.
- Expert knowledge of Agile methodology and Scrum.
- Basic or better familiarity with IT system development, data repositories, and cloud architecture.
- Able to use standard MS Office Suite tools (Outlook, Word, Excel), MS OneNote, and MS Visio, and quickly learn Salesforce, JIRA, and other systems in use at the HHS agency, as needed.
- Excellent written and verbal communication skills
- Ability to communicate technical solutions to both technical and non-technical stakeholders.
- Ability to interface with both technical and administrative staff.
- Able to create professional-looking reports suitable for consumption by senior-level staff.
- Able to thrive in a multi-project environment, tracking various projects at different stages in the project life cycle.
- Experience with data migration and data architecture projects.
- Analytically driven, with a high degree of comfort evaluating and acting on data.
- Proficient in using data to identify opportunities and inform recommendations.
Preferred Skills:
- Experience with Tableau, Looker, PowerBI, or similar data visualization technologies
- Exposure to working on data cloud projects like Snowflake is a bonus.
