Duties
  • Performing as a Team Leader, ensuring that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, and work plans.
  • Coaching the team in the selection and application of appropriate problem-solving methods and techniques, and providing advice on work methods, practices and procedures.
  • Identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization.
  • Leading the vendor evaluation process and functioning as a liaison for personnel throughout the Agency, including Acquisition Specialists and others involved in the Procurement process.
  • Deciding upon, imposing, and revising inspection requirements based on judgment as to the degree of manufacturing difficulty, manufacturer's reliability, degree of urgency, and item criticality.
  • Interpreting technical requirements and recommending approval or rejection of contractors' proposed manufacturing processes or alternate material requests.
  • Examining and evaluating the material and functional characteristics of completed items and assigning fail rates to components/complete subsystems as part of initial baseline procurement data.

Qualifications

To qualify for a Lead Quality Assurance Specialist, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Conducting quality assurance reviews of complex products, pertinent technical characteristics, manufacturing methods and techniques, special processes, and interrelationships of functional parts and subassemblies.
  • Coordinating the reviews of technical plans with contracting, engineering, production, procurement, and supply personnel.
  • Engaging in a wide range of difficult continuing projects and integrating them into broad technical programs.
  • Analyzing and evaluating the effectiveness and efficiency of packaging programs and/or operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
