SELECTIVE PLACEMENT FACTOR: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience in HVAC and Plumbing building design industry; 2) Capable of performing cooling load calculations and drainage & water supply fixture unit calculations; 3) Basic knowledge of HVAC and Plumbing equipment selection and sizing; 4) Basic knowledge of building codes; 5) Ability to review Mechanical Designs, Specifications, and Basis Of Designs; 6) Ability to write project requirements into a document for a Contractor to execute.

Along with the selective placement factor, Applicants must also meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Duties
Help
- You will evaluate design changes, advanced development changes, or system improvements to recommend modifications to engineering systems.
- You will perform technical reviews of mechanical engineering designs, calculations, analysis, drawings, or specifications to ensure compliance with project objectives or standards.
- You will coordinate mechanical engineering support (e.g., quality assurance, cost control, adherence to contract, testing and evaluation) to evaluate maintenance requirements.
- You will manage high-risk projects to ensure successful engineering and architectural project management techniques are applied.
- You will resolve complex and diverse utilities infrastructure designs, equipment, and system problems to ensure accurate and proper productivity.
