JOB TITLE: MES Procurement Business Analyst
JOB LOCATION: Remote but will need to travel 1-2 times per quarter onsite with client in San Juan, Puerto Rico
WAGE RANGE*: $75-80/hr on W2

JOB DESCRIPTION
The MES Procurement Business Analyst will play a key role in supporting the full procurement lifecycle, with a primary focus on developing and managing solicitations such as Requests for Proposals (RFPs). This includes conducting market research, drafting procurement documents, coordinating with stakeholders, and helping to ensure compliance with applicable territory, state, and federal policies. The analyst will also be called upon to help adhere to procurement scope and timelines. The analyst may also assist in supporting a client's efforts to evaluate vendors and negotiate contracts. Strong technical writing, communication and organizational skills, coupled with experience supporting the development of RFPs for State Medicaid Agencies (SMAs) and their Medicaid Enterprise are essential to drive procurement efficiency and transparency. It is also expected that this resource has SMA procurement experience developing requirements, outcomes, service level agreements, staffing requirements. Preference will be given to candidates with experience supporting MMIS and Eligibility and Enrollment related RFPs including but not limited to RFPs focused in Enterprise Service Bus Technology and Services, Provider Credentialing and Enrollment Technology and Services, and External Quality Review Organization Services.

You will:
- Support the development of request for proposal solicitation documents, stakeholder reviews and approvals in coordination with government procurement officers
- Provide thought leadership and collaborate with cross-functional teams in the development of strategic procurement planning initiatives for MES modernization efforts
- Responsible for stakeholder engagement to frame and develop project objectives, requirements, and sourcing strategy to support the client's outcomes
- Conduct and present market research to develop an options analysis focusing on vendor data, trends, pros, cons, and key insights
- Detect potential procurement policy violations thereby developing and sharing recommendations with the client with appropriate corrective, preventive, and escalation actions
- Support and at times facilitate the execution of procurement activities including but not limited to vendor conferences, evaluation sessions, question and answers, and post-award contract negotiations
- Support and at times lead procurement and outcomes objectives for modernizing services, products, and capabilities by advising and collaborating with the client during the "Vendor Selection Process"
- Provide ad-hoc support for the client in negotiations throughout the contracting process and assist the client with the development of contract
- Build relationships with project team members including client contacts, stakeholders, and vendor contacts
Minimum requirements:
- A minimum of five (5) years of demonstrated experience in area of expertise that the role is performing.
- A minimum of three (3) years of demonstrated experience in business lead/SME support for a State Medicaid Agency with operations of a similar size to PRMP or a large healthcare provider management organization of a similar size.
- A minimum of a bachelor's degree (a bachelor's degree can be replaced with an additional four (4) years related experience).
