Background Check

The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment.

Functional Purpose

Leads the development and implementation of strategies, policies and metrics for mail and package information systems programs including Mail Visibility, Service Performance Measurement, and Passive Adaptive Scanning System (PASS) used to add value to the mail and drive operational efficiency.

DUTIES AND RESPONSIBILITIES


  1. Develops and implements plans and strategies in support of mail and package information systems goals by writing extensive business cases to support proposed plans and strategies.

  1. Conducts reviews of operational performance indicators and metrics to build business plans and makes recommendations for modifications to business model.

  1. Manages the analysis and evaluation of initiatives regarding mail and package information systems programs, policies, systems, and procedures. Reviews and presents recommendations and ensures the implementation of improvements that increase operational efficiency and add value to mail.

  1. Ensures the development of system prototypes and pilot programs which incorporate operational needs of USPS and postal customers; including the determination of program, policy, and systems requirements, the development of associated training needs; and the development of cost and service impact of models.

  1. Evaluates existing mail and package information systems programs, policies, systems, and procedures; monitors performance against planned program or system objectives; prepares recommendations for new or revised programs, policies, and systems to increase operational efficiency and add value to mail.

  1. Plans and oversees mail and package information systems programs; develops project plans, establishes critical performance indicators; develops resource and budgetary requirements; coordinates or prepares final project or program reports, and implements or recommends changes to management.

  1. Formulates and develops program plans, decision analysis reports (DARs), statements of work (SOWs), business needs statements (BNSs) and budget factors in support of contracted projects; reviews and evaluates contract proposals; and coordinates, monitors, and evaluates contractor efforts.

  1. Manages, oversees and coordinates the activities, programs, costs, and budgets of a group of professional and technical staff including employees and contractors. Makes assignments, monitors progress, evaluates performance, and provides continuous oversight and guidance.

  1. Ability to manage projects and programs, which includes planning, developing timelines, determining resource requirements, monitoring progress, providing technical guidance and reporting results.

  1. Knowledge of mail visibility, service performance measurement, barcode scanning and/or other mailing or shipping information systems, programs and technologies at a level sufficient to perform analyses, make recommendations, and provide technical and procedural guidance to customers.

  1. Ability to develop and implement enterprise wide programs, policies and procedures for mail and/or package technology and related information systems.

  1. Ability to communicate orally and in writing at a level sufficient to identify, prepare and present data related to service performance measurement, mailing, shipping and/or package technology information systems; as well as complex business

needs and requirements documents, presentations, briefings and reports and provide feedback and recommendation to management.

  1. Ability to analyze technical information to determine systems requirements associated with existing and new mail and/or package technology and information systems programs.

  1. Ability to develop prototypes for information systems, including defining requirements and determining cost implications and potential service impacts.

  1. Ability to oversee, provide guidance to, and coordinate the activities of a group of technical employees and contractor staff, including planning, assigning tasks, providing technical guidance, monitoring progress, and evaluating performance.
