Job Title: PeopleSoft HCM with Payroll Module SME

Location: Tallahassee, FLONSITE ONLY

Duration: 1-Year Contract

 

Position Overview:

The State of Florida’s Department of Financial Services is seeking an experienced PeopleSoft HCM Subject Matter Expert (SME) with a focus on the Payroll module to support the Division’s transition to the Florida PALM system. The ideal candidate will provide both technical and functional leadership in the planning, testing, and implementation of new payroll processes. This role requires a combination of systems expertise, business process acumen, and strong stakeholder engagement skills to guide the Division through change.

 

Mandatory Technical/Business Experience and Knowledge Areas:

Bachelor’s or Master’s degree in Computer Science, Information Systems, Business Administration, or a related field (or equivalent experience).

 

7+ years of IT and business/industry experience.

 

  • Strong expertise in PeopleSoft HCM, with specific focus on the Payroll module.
  • Experience in User Acceptance Testing (UAT), including test planning, execution, and defect resolution.
  • Background in document management, groupware, data warehousing, and relational databases.
  • Experience with web and systems analysis/development.
  • Proven ability to manage day-to-day operations with a focus on quality and timely delivery.
  • Experience delivering both technical solutions and business consultation.
  • High-level consulting experience, including leadership on senior project teams.
  • Strong project coordination, planning, and scheduling capabilities.
  • Experience with change management, training, and stakeholder communications.
  • Excellent verbal and written communication skills.
  • Experience with developing PeopleSoft queries, payroll data analysis, and producing end-user documentation.
  • Ability to conduct training through multiple formats (classroom, workshops, manuals).

 

Roles & Responsibilities:

  1. Testing Support
  • Prepare and conduct user acceptance and parallel testing of Florida PALM payroll processes.
  • Validate Florida PALM functional designs to ensure proper payroll process calculations.
  • Work collaboratively with testing teams and stakeholders to document results and resolve defects.

 

  1. Business Process Change Support
  • Evaluate the impact of business process changes using models and project documentation.
  • Act as a subject matter expert for HCM/payroll processes in workshops and design sessions.
  • Provide business-aligned recommendations and alternate solutions.
  • Support payroll data analysis, and build PeopleSoft queries as needed.
  • Create and maintain desk procedures, job aids, and training materials.
  • Assist the Division in preparing for and adopting new business processes.
  • Support training and knowledge transfer in collaboration with the Division’s Training Team.

 

  1. Project Management Support
  • Identify risks related to payroll process changes and recommend mitigation strategies.
  • Share ERP best practices and lessons learned to guide the Division.
  • Document and manage policy impacts, business process updates, and procedural changes.
  • Support coordination with internal teams to facilitate a smooth transition to Florida PALM.
  • Assist in the development of communication, training, and change management plans.
  • Support conversion and cutover planning and execution.

 

Preferred Attributes:

  • Experience working with state government payroll systems or ERP transitions.
  • Demonstrated ability to lead through change and collaborate across diverse teams.
  • Prior experience supporting large-scale PeopleSoft HCM implementations.
