Job Description
ECS is seeking a Policy Analyst to support NOAA's Office of Marine and Aviation Operations (OMAO) in Silver Spring, MD .
Will provide broad policy support for current and future Platform Infrastructure Acquisitions Division (PIAD) projects. PIAD is a division of NOAA's Office of Marine and Aviation Operations (OMAO) tasked with oversight of new research ship design, acquisition and construction oversight. The principal duties include but are not limited to: development of milestone documentation in accordance with Department of Commerce scalable acquisition framework; management of ship construction specifications. The incumbent will be responsible for ensuring program requirements traceability through all developed documents. The incumbent will review and be involved in various shipyard activities and submissions to ensure the contract requirements are met. It will be necessary to write/edit reports on various subjects as appropriate and perform other duties as assigned.
Develop and update properly formatted and standardized PIAD external and internal documents and communications. Transcribe existing policy and directives into templates as needed.

- Provide editorial advice and guidance regarding DOC, NOAA standards and policies.
- Format new documents and assist in researching/verifying facts and content.
- Ensure edits are complete and deadlines are met.
- Exercise excellent interpersonal skills in meeting with authors, senior reviewers, and subject matter experts.

Required Skills
- Must be able to obtain a Public Trust Clearance.
- At least (4) years' experience in a policy analyst/technical writing capacity.
- Thorough understanding of English grammar and technical publishing best practices.
- Skilled in MS Word and proficient with other Microsoft Office and Adobe products.
- Exceptional organizational skills and attention to detail.
- Experience editing technical or analytical documents.
- Strong editing skills, including knowledge of copy editing.
- Ability to examine workflows, be in collaborative environment, and problem solving.
- Adaptable to rapidly changing environments and processes.
Desired Skills
- Bachelor's degree in English, Communications, Journalism or applicable degree.
- Familiarity with Google Docs, SharePoint, Smartsheets as well as associated apps and file types.
- A proven track record of successfully delivering succinct and easily understandable documents under tight deadlines.
- Ability to quickly grasp complex technical concepts and make them easily understandable in text and images.
