Job Duties

Virginia Energy is seeking a Power Generation and Grid Reliability Team Lead to oversee strategic initiatives in new power generation, energy storage, land use and siting, and economic development. The Team Lead will supervise a small, high-impact team supporting the development and implementation of the Virginia Energy Plan, ensuring an affordable, reliable, and sustainable energy future for the Commonwealth.

In addition, this role will serve as the State Energy Office's lead interface with PJM Interconnection and other PJM member states, providing subject matter expertise on wholesale electricity markets, capacity planning, transmission policy, and regional reliability initiatives, with additional awareness of the broader regulatory environment shaped by the Federal Regulatory Commission (FERC) and the North American Reliability Corporation (NERC).

The Team Lead will represent Virginia's interests in PJM stakeholder processes, collaborate with regional partners to address market design and reliability issues, and ensure state energy policies are aligned with evolving PJM market rules and operations.

Minimum Qualifications

Experience leading, mentoring, and managing a multidisciplinary team
Experience establishing clear team goals, managing workflows, and supporting professional development to align with strategic objectives
Strong understanding of energy siting and land use issues
Knowledge and expertise in wholesale electricity markets, capacity planning, transmission policy, and regional reliability initiatives
Technical knowledge of energy policy, environmental protection, and innovative land use practices
Familiarity with system design, grid interconnection, permitting processes, and regulatory compliance for energy projects
Experience serving as a liaison with utilities, developers, government agencies, and community stakeholders
Skilled in leading public outreach and stakeholder engagement efforts and the ability to represent the agency at forums, conferences, and industry meetings
Track record of building collaborations with industry leaders, nonprofits, and academic institutions to advance energy initiatives
Strong analytical skills to monitor and interpret state and federal policies
Ability to independently develop technical reports, assessments, and strategic recommendations
