The Program Manager will lead a dynamic team that employs Agile methodology best practices to organize targeted Scrum teams to design, develop, test, deploy, and operate enterprise-grade applications that maintain and expand upon existing functionality and mission support areas for the ICAM Program. The ICAM Program is responsible for integrating all USCIS ICAM initiatives through a common vision and strategy that promotes interoperability and reuse between ICAM applications and other USCIS and DHS systems. The Program Manager will be responsible for the design, architecture, engineering, documentation, quality assurance, maintenance, and program management support of the enterprise implementation of the USCIS ICAM environment in team-based Agile environments.

Responsibilities
  • Serve as the Contractor's main point of contact for coordination of the Program and oversight of the overall performance.
  • Manage operational aspects of program activity, including cost, quality, schedule, and personnel.
  • Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects.
  • Take projects from original concept through final implementation.
  • Interface with all areas affected by the project, including end users, computer services, and client services.
  • Define project scope and objectives.
  • Coordinate with cross-functional teams to deliver projects within defined scope, quality, time, and cost requirements
  • Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Conduct project meetings and track and analyze project status.
  • Ensure adherence to quality standards and review project deliverables.
  • Manage the integration of vendor tasks and track and review vendor deliverables.
  • Provide technical and analytical guidance to the project team.
  • Recommend and take action to direct the analysis and solutions of problems.
  • Generate various reports/deliverables, including monthly program status reports to the appropriate customers and management personnel.
  • Plan, organize, direct, and guide the activities of team members, including processes, plans, procedures, and training personnel.
  • Participate in hiring and training.
  • Review and approve employee and subcontractor timecards.
  • Establish and manage customer relationships.
  • Travel may be required for special projects.
  • Other duties as assigned.

Qualifications
  • Bachelor's degree.
  • 5+ years relevant leadership experience managing large, complex, mission-critical web-based IT systems development projects and programs in an Agile environment
  • PMP certification required
  • Public trust with the ability to obtain DHS EOD (Entry on Duty).

Knowledge, Skills, and Abilities:
  • Proven experience managing large cross-functional teams, coordinating multiple task orders, and delivering programs that meet strict federal compliance requirements, including NIST, FedRAMP, HIPAA, and Zero Trust
  • Proven experience with ICAM technologies and tools
  • Experience with agile tools, including JIRA, Confluence, GitHub, and Teams, preferred.
  • Must possess strong leadership and organization skills.
  • Experience with software development methodologies.
  • Knowledge of quality management and ability to provide timely and accurate deliverables.
  • Excellent interpersonal skills and the ability to work in a fast-paced environment with demonstrated ability to manage and prioritize multiple tasks.
  • Scrum or Agile Certifications preferred.
  • Additional security certifications, such as CEH, CISSP, preferred.
  • AWS or Azure Cloud certifications preferred.
