Job Description

Position Overview:

We are seeking a highly experienced Project Controls Manager with a strong background in heavy construction and infrastructure programs. The ideal candidate will have 15+ years of expertise managing the technical aspects of Project Controls including Cost Management, Scheduling, Change Management, Risk Management, and Reporting for large, complex projects from initiation through close-out. This role requires direct interface with senior leadership, including the CTO, and cross-functional coordination to ensure project performance and predictability.

Key Responsibilities:

  • Project Controls Leadership:
  • Lead and oversee all Project Controls functions including Cost, Schedule, Change Management, Risk, and Reporting throughout the project lifecycle.
  • Cost Management:
  • Develop, manage, and control project budgets, forecasts, cost reports, and cash flows. Provide accurate, real-time cost data and analysis to support decision-making.
  • Schedule Management:
  • Lead scheduling efforts including baseline development, progress measurement, variance analysis, and schedule risk assessments. Ensure alignment with project milestones and delivery targets.
  • Change Management:
  • Identify, evaluate, and process change orders in coordination with engineering, procurement, and construction teams. Manage the entire change control process including documentation, impact assessment, and negotiation support.
  • Risk Management:
  • Develop and maintain comprehensive project risk registers. Perform qualitative and quantitative risk assessments and facilitate risk mitigation planning.
  • Reporting & Communication:
  • Prepare and present clear, concise reports to project stakeholders including senior leadership (CTO, C-suite), focusing on cost, schedule, risks, and changes. Support decision-making through meaningful analytics and dashboards.
  • Tools & Systems Implementation:
  • Select, implement, and optimize project controls tools (Primavera P6, Oracle, MS Project, cost control software, risk analysis tools, etc.). Provide guidance on system utilization to ensure data accuracy and consistency.
  • Process Development & Improvement:
  • Establish and continuously improve Project Controls processes, procedures, and work flows to enhance predictability, transparency, and control over project outcomes.
  • Leadership & Mentorship:
  • Provide guidance and mentorship to junior Project Controls staff. Promote best practices and ensure compliance with company policies and industry standards.

Required Qualifications:

  • Bachelor s Degree in Engineering, Construction Management, Project Management, or related field.
  • 15+ years of progressive experience in Project Controls on large-scale, heavy construction or infrastructure programs.
  • Expertise in Cost, Schedule, Change, Risk, and Reporting disciplines.
  • Proven track record of working with C-level executives, project sponsors, and senior stakeholders.
  • Strong knowledge of Project Controls tools such as Primavera P6, MS Project, Oracle, SAP, Prism, or similar platforms.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to lead, influence, and drive outcomes in a complex, multi-stakeholder environment.

Preferred Qualifications:

  • PMP / CCP / EVP / PSP or similar certifications.
  • Master s Degree in a relevant discipline.
  • Experience with Design-Build, EPC, or Mega-Program environments.
  • Familiarity with risk analysis software (e.g., @Risk, Primavera Risk Analysis).
