Project Manager Level III Schedule/Shift: Full-time, 40 hours per week, Hybrid (NYC office 50% onsite with minimum 2 days per week; occasional commute to Albany ~5%). 18 months contract.

Cedar Park Group is hiring an experienced Project Manager Level III. This role is a hybrid position with a long-term engagement.

Position Overview:

We are seeking a highly skilled Project Manager with extensive experience in large-scale, complex programs within Health and Human Services eligibility systems (Medicaid, Public Assistance, SNAP, HEAP, or ChildCare). The ideal candidate will have proven leadership, technical oversight capabilities, and the ability to manage multimillion-dollar budgets and enterprise-wide projects.

Responsibilities:

  • Provide leadership and oversight to IES project managers, ensuring program alignment and delivery.

  • Define and manage project scope, schedule, and budget; monitor variances and recommend solutions.

  • Identify, assess, and mitigate project risks across stakeholders.

  • Lead project teams through the full systems development life cycle (requirements, design, development, testing, deployment, and training).

  • Manage resources in a matrixed organization; collaborate with senior leadership on allocations and priorities.

  • Facilitate meetings to clarify requirements, decisions, and outcomes with business and technical teams.

  • Oversee and coordinate Systems Integration vendor activities, including scope, deliverables, and reporting.

  • Ensure compliance with established change control, governance, and communication processes.

  • Prepare and deliver regular status reports to leadership, sponsors, and governance bodies.

  • Other duties as assigned.

Mandatory Qualifications:

  • More than 7 years of experience managing complex projects, with at least 2 years in a leadership role.

  • Minimum 12 years experience as a PMO Project Manager, including work in Health and Human Services Eligibility systems (Medicaid, Public Assistance, SNAP, HEAP, or ChildCare).

  • Proven experience with data conversion and data modeling, including legacy systems, ETL teams, and data quality validation.

Desirable Qualifications:

  • Experience managing program budgets of $100M+.

  • 7+ years of experience with resource-loaded project schedules and assignments using Microsoft Project, Project Online, and VBA scripting.

  • Strong understanding of data governance, privacy, and compliance standards.

  • Bachelor s degree in Business, Computer Science, Engineering, or a related field.

  • Experience collaborating with technical teams, data analysts, and integration partners.

  • PMP or equivalent project management certification.

  • 5+ years of Agile development and technical project management experience.
