Client requires the services of 5 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Client.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Client and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Client will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The Texas Department of Family and Protective Services (DFPS) is seeking a contractor(s) to assist with Data Management Services (Services). These contractors shall assist DFPS in efforts to prepare for transition from identified legacy systems into a new system. The Worker will work with DFPS's data teams and programs to conduct data analysis and remediation activities. Services include but are not limited to conducting data quality analysis on DFPS system data, identifying data anomalies in systems, guiding data remediation/cleansing activities, and providing progress reports to DFPS.
These efforts are expected to result in a robust, secure, and efficient data foundation that will support case management and decision-making processes within the DFPS child welfare and adult protection programs. The data analysis and remediation activities shall also align with DFPS's compliance with federal and state regulations and its goal of providing uninterrupted services to the children and families it serves.
Data Management Services are needed in support of data cleansing efforts for the new system. The scope of these Services shall include, but not be limited to the following:
- Assist DFPS in managing the overall data cleansing effort, assessing the quality of the data in the existing system and any related DFPS systems.
- Assist DFPS in guiding the data cleansing effort through instruction and clear processes.
- Assist DFPS in communicating with DFPS subject matter experts (SMEs) on the planned data cleansing routines to ensure alignment with business needs.
- Assist DFPS in reporting to management on progress on a regular basis.
As the Project Manager, the job is to plan, budget, oversee and document all aspects of the specific project you are working on. Project managers might work by themselves or oversee a team to get the job done, coordinating cross functional teams and managing stakeholder communications. The Project Manager will facilitate collaboration between technical teams, business stakeholders, and external vendors to ensure readiness for the new case management system.
Key Responsibilities:
- Coordinate, plan, and evaluate project(s) using defined project management methodologies.
- Identify risks/issues and develop mitigation strategies.
- Coordinate between technical and business teams to ensure alignment and accountability.
- Coordinate and communicate with project stakeholders, DFPS IT management, and DFPS data teams to facilitate successful completion of project tasks.
CANDIDATE SKILLS AND QUALIFICATIONS
- 8 Years-Required-Experience with enterprise data quality initiatives leveraging best practices according to the DAMA DMBOK and industry standards.
- 5 Years-Required-Experience working independently with minimal supervision; ability to effectively prioritize and manage multiple tasks and directional changes under short and firm deadlines.
- 5 Years-Required-Strong analytical, trouble shooting and problem-solving skills in data related projects.
- 5 Years-Required-Demonstrated ability to communicate effectively with all project stakeholders, including executive leadership, business subject area leaders, and project staff.
- 5 Years-Required-Advanced interpersonal skills: adept at quickly developing healthy relationships and ascertaining how to work with a variety of individuals at all levels.
- 5 Years-Required-Excellent written and oral communication, facilitation, and presentation skills.
- 1 Year-Required-Bachelor's degree or equivalent work-related experience.
- 4 Years-Preferred-Experience with child welfare case management systems
