Job Details
Provides the department management, support and technical assistance for the administration and compliance of company health, safety and environmental programs and accident prevention activities.
Directs and promotes the company in building and engaging in a proactive safety culture.
Supervises direct reports in the implementation of HSE policies and mission.
Manages and reviews work site hazard assessments, identifies unsafe acts/conditions or unsafe behaviors, provides recommendations for corrective action to management team and informs the relevant BU Executives
Provide support and guidance to Operations Management in correction of identified hazards.
Develops, shares, and implements best practices at Breen facility.
Plans and develops goals & objectives for the Breen facility.
Manages facility safety, oversees environmental compliance, schedules health testing with local facilities management.
Participate, prepare, and present required material in company and customer meetings.
Manage and create documents, policies and procedures for company and regulatory agencies, e.g., OSHA, EPA/TCEQ, etc.
Schedules insurance assessments: Annual Risk & Biennial Industrial Hygiene.
Manages HSE Equipment providers on behalf of the business.
Ensure action items are assigned and closed out from 3rd party assessments.
Leads all 3rd party HSE compliance audits (VPP, TCEQ, OSHA, County and City).
Manage emergency response and first responder programs for the Breen facility.
Creation of Evacuation & Emergency Procedures and Measures.
Ensures fire drill and other emergency drills are scheduled with local facilities management.
Direct, manage and provide expertise for incident investigations, case management, near misses, environmental and/or equipment damage.
Manage incident statistical data and HSE reporting system for the Breen facility.
Manage regulatory required forms such as OSHA 300 Log and TIER II Reporting.
Collect, combine, and analyze facility QHSE Data: SOC, Near Miss, Incidents, Environmental exposures.
Ensures permitting requirements are satisfied for the Breen facility (special permitting & standard permitting).
Ensures daily SIMOPS hazard schedules are being communicated.
Develops & Distributes Weekly Safety Moments.
Assists site Management with leading Safety Committees.
Paralleling & standardizing area facilities from the HSE Standpoint? driving ?One Nabors? mindset.
Representation of both management and the work force in various committees and meetings making up the QHSE communications system.
Ensure HSE training compliance at the Breen facility.
Manages 3rd party & Contractor HSE Audit (gathering annual data to ensure no elevated risk concerns arise year over year).
Consultation with outside experts on QHSE matters when required.
Preparation and release of Safety Alerts and other information dissemination relatingto QHSE.
Attainment of objectives; effectiveness and efficiency of work by directly subordinate employees.
Identifies opportunities to reduce cost & waste.
Participates in strategic planning activities with business unit management.
Supports QHSE Leaders and Peers on special projects, as assigned.
Manages, plans, and implements training for employees in work safety practices.
Manages the maintenance of safety files and records.
Performs safety surveys and inspections, prepares written reports of findings and recommendations for corrective or preventive measures where indicated and follows up to ensure measures have been implemented.
Manages the development, evaluation and upgrading of safety programs.
May be required to travel domestically as needed.
- Minimum ofCollege degree or equivalent Operational &/or Safety experience, or 5 years in similar position.
- Commitment to working safely and participating in all HSE programs. Must have the desire to assist the company in promoting a healthy, incident free workplace.
- Must be able to communicate with management as well as semi-skill laborers to help ensure clear understanding of company HSE guidelines, rules, policy, and procedures.
- English language skills, excellent communication both written and verbal.
- Ability to read, analyze and interpret common reports in Microsoft Word, Excel, PowerPoint, Outlook, and Access. Must possess basic knowledge and skills in window-based computer systems.
- Systematic and disciplined approach to problem-solving.
- Ability to perform essential functions of this position with or without reasonable accommodations.

Preferred Qualifications
- Skilled in the assessment, development, and implementation of a workplace culture change to establish a safe work environment.
- Manages plans and implementation of safety policies and procedures in compliance with local, state, and federal rules and regulations.
- Familiarity &/or experience in OSHA and EPA regulatory requirements.
- GSP, ASP, CSP, or other similar professional designation/qualification.
- Excellent remote/in-person training skills.
- Experience working with API Spec Q2, ISO 9001:2015, ISO 14001:2015, and/or ISO 45001:2018.
- Previous experience working with safety management systems.
While performing the duties of this job, the employee is required to sit and talk and hear. The employee is required frequently to use hands and digits to handle or feel work material. The employee is regularly required to stand, walk, and reach with hands and arms. Lifting/carry up to 50 lbs. occasionally, 20 lbs. frequently, and 5 to 10 lbs. daily. Must be able to use/wear applicable personal protective equipment which may include but is not limited to safety-toed footwear (with ankle height support), back support belt, hearing protection, safety eyewear with side shields, gloves, and hard hat. May occasionally be required to wear approved/applicable respiratory protection equipment (respiratory protection guidelines would apply with proper medical evaluation and fit testing of equipment). Frequent assent/decent of stairs/steps, especially at field locations. Must be able to respond quickly to an emergency.
