The Position:
Client: Commonwealth of Pennsylvania General Government Delivery Center (GGDC)
Position Title: GGDC - SAP Technical Project Manager SPM1 (777326)
Location: Hybrid; Remote Off-Site and On-Site in Harrisburg, PA
Duration: Initial term through 06/30/2026 (Plus Annual Renewal in 1-Year Terms)

Note: This position is hybrid; primarily remote off-site with occasional travel to on-site in Harrisburg, PA. Preference for candidates currently residing within a reasonable commuting distance (2-hours/100-miles +/-) of Harrisburg, PA.

The Commonwealth of Pennsylvania s Office of Administration s GGDC is seeking a highly capable SAP Technical Project Manager SAP and Enterprise Integration to lead a transformative Human Resources technology initiative. This role will oversee the decommissioning of a legacy database, the migration of critical data to SAP (S/4HANA or ECC), and the integration of SAP with internal applications via APIs and middleware. We are looking for a hybrid leader who can manage complex projects while guiding technical solutions. The ideal candidate will possess deep experience in SAP data migration, enterprise integration, and legacy system modernization, alongside proven project management skills.
- Develop and execute comprehensive project plans covering objectives, timelines, resources, and deliverables
- Lead the decommissioning of legacy HR systems, ensuring compliance with data retention and archiving standards
- Oversee end-to-end SAP data migration using appropriate SAP tools and methodologies
- Design and implement integration strategies between SAP and in-house applications
- Coordinate cross-functional teams including developers, analysts, and SAP functional experts
- Identify and mitigate project risks to ensure smooth execution
- Communicate project updates, milestones, and challenges to stakeholders and executive leadership
- Collaborate with agencies and business units to define current and future state models
- Analyze and prioritize business requirements to align with technical solutions
- Foster a collaborative and productive project environment across technical and business teams.

The Skills and Experience:
- Experience with IT project leadership in systems development/implementation
- Expertise in SAP platforms (ECC, S/4HANA, SuccessFactors), data migration, and enterprise integration
- Strong project management, communication, and analytical skills
- 4-Year College Degree
- Project Management Professional Certification is highly desired
- SAP Certification is highly desired
