Job Title: Senior Business Analyst NG911 (Use Case & Requirements SME)
Location: Onsite 2 MetroTech Center, Brooklyn, NY
Employment Type: 12 months
Work Schedule: Monday Friday | 9:00 AM 5:00 PM | 35 hours per week
Position Overview

The NG911 program is upgrading New York City s 9-1-1 emergency call handling capabilities, and is seeking a Senior Business Analyst / Use Case & Requirements SME to lead requirements management for these mission-critical systems. This role will own the requirements lifecycle from elicitation through verification, using use cases and structured documentation to ensure solutions meet both technical and operational needs. The position is fully onsite at 2 MetroTech Center, working closely with diverse stakeholders across the project.

Key Responsibilities
  • Manage the implementation and execution of the requirements management process, including elicitation, analysis, and verification.
  • Interact with stakeholders to oversee the management of functional and non-functional requirements using use cases.
  • Oversee the development and reporting of requirements metrics, including formats, delivery options, and the impact of change requests.
  • Provide key inputs into the development and finalization of test plans, test cases, and test scripts.
  • Analyze test procedures and results to confirm solutions meet documented requirements and business goals.
  • Oversee the allocation of requirements to development iterations and code builds, ensuring traceability from requirement to implementation.
Mandatory Qualifications
  • Minimum 12 years of experience as a Business Analyst.
  • Demonstrated experience with requirements elicitation, including interviews, workshops, and surveys to gather business requirements.
  • Experience using techniques such as brainstorming and use cases to elicit comprehensive requirements.
  • Hands-on experience with testing and validation, including participation in validating developed solutions against requirements and ensuring deliverables meet specified criteria.
  • Strong documentation skills, including writing clear and detailed requirement documents, use cases, user stories, and process flow diagrams.
  • Ability to perform data analysis to support requirements and decision-making, with proficiency in tools such as Excel or similar data analysis tools.
  • Proficiency with requirements management tools (e.g., Jira, Confluence) and modeling tools (e.g., Microsoft Visio) for creating diagrams and process flows.
  • Proven experience defining requirements for solutions involving multiple stakeholders and complex environments.
Desirable Qualifications
  • Strong background in creating clear and comprehensive requirements documentation for large projects.
  • Ability to work effectively in cross-functional teams, collaborating with technical, business, and operational stakeholders.
  • High level of learning agility, with the ability and willingness to quickly understand new concepts and technologies.
  • Excellent oral and written communication skills, including the ability to present complex information clearly to non-technical audiences.
