Overview
GovCIO is currently hiring for a Senior Full-Stack Developer to work as part of a team developing cloud-based tools supporting intake, validation, metadata processing, and submission for a federal digitalization platform. This will be a fully remote US-Based position, however due to infrequent travel around the DC metropolitan area, DC metro area candidates would be preferred.
Responsibilities
Serve as a Senior member of a development team for an enterprise-grade platform supporting a complex federal digitalization program. This role works to develop tools for intake inventory tracking, document ingestion, metadata validation, submission preparation, and reporting. Solutions must meet FedRAMP High requirements, support automated testing and daily builds, and enable both manual and AI-assisted data capture aligned with defined schemas and business rules. This role may be involved in planning of system and development deployment as well as responsible for meeting software compliance standards.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. - Designs and codes applications following specifications using the appropriate tools.
- Maintains and modifies existing software applications.
- Analyzes detailed systems factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution.
- Performs modifications to and maintenance of operational programs and procedures.
- Participates in code reviews to represent reviewed work for adherence to standards and specifications.
- Writes or revises program documentation, operations documentation and user guides in accordance with standards.
Qualifications
Required Skills and Experience
- Bachelor's with 8+ years (or commensurate experience).
- Proven experience with secure, scalable applications in FedRAMP Moderate to High cloud environments.
- Experience with continuous integration (CI/CD), automated testing frameworks, and quality gates.
- Strong cross-functional coordination skills.
- NodeJS ESM, TypeScript, Java with Spring Framework or Spring Boot.
- Deep understanding of OOP concepts via TypeScript and/or Java.
- Deep understanding of object reference via JavaScript and Node event-emitter experience.
- React (v17+), Next.js, Vue.js, Rollup.js.
- Deep understanding of front-end state management.
- Deep understanding of React component architecture and have some experience with memorization techniques.
- Jest, Puppeteer or Playwright.
- Jenkins, GitHub Actions, or any other CI/CD pipeline/workflow technology.
- PostgreSQL, Hibernate or H2, Drizzle ORM.
- Understand data modeling at the schema creation level.
- Kafka, RabbitMQ, ActiveMQ, or another Message Queue.
- Firm grasp on RESTful APIs and the HTTP protocol.
- Understanding of application-level observability.
- Understanding of "programming by data contract" concepts of schema expectations and adherence.
Preferred Skills and Experience
- Excellent communication skills.
- Some experience working with the federal government preferred.
- Self-hosting LLM inference runners (llama.ccp, ollama).
- Cloud deployment and support experience.
- FedRAMP High deployment and support experience.
- Personal projects that emphasize.
- Site reliability engineering (SRE) experience.
- DevOps / Deployment-level observability experience.
