Job Description

Job Title: Program/Policy Analyst Federal Advisory Committee Support

Location: Bethesda, MD

Schedule: Full-Time, 30 40 hours per week (Onsite/Hybrid as determined)

Minimum Education: Master s degree


Job Summary

We are seeking an experienced Program/Policy Analyst to provide strategic, operational, and technical support for Federal Advisory Committee activities. The role requires expertise in FACA-related processes, organizational management, and federal policy compliance. The analyst will support executive leadership, provide advisory services, and contribute to process improvement initiatives.


Responsibilities

  • Serve as a subject matter expert on the Federal Advisory Committee Act (FACA), Government in Sunshine Act, and Public Health Service Act.
  • Provide strategic planning, business management, process improvement, and program governance support.
  • Conduct needs assessments, gap analyses, and develop execution strategies and roadmaps.
  • Collaborate with staff on program development, contract management, and organizational alignment.
  • Prepare reports, analyses, letters, and official documents for executive-level review.
  • Provide recommendations on efficiency, performance improvement, and management practices.
  • Support and advise staff on sensitive or complex issues.
  • Manage and track individual project plans, timelines, and deliverables.
  • Respond to inquiries and provide data analysis for Federal advisory committees.
  • Lead or participate in working groups, training, and professional development activities.
  • Develop content for web-based platforms, education, and outreach initiatives.


Required Skills & Experience

  • Master s degree in Community and Public Health or related field.
  • Expertise in FACA, Government in Sunshine Act, and Public Health Service Act.
  • Experience with GSA FACA Database and Committee Management Module (CMM).
  • Strong background in organizational management, strategic planning, and process improvement.
  • Proficiency in Microsoft Office, SharePoint, and Outlook.
  • Excellent communication, facilitation, and training skills.


Preferred Qualifications

  • Certification in eRA Committee Management Module (CMM).
  • Experience with OFACP systems (website redesign, committee content, CMM automation).
  • Strong analytical, writing, and stakeholder engagement abilities.
