Senior Project Manager

Position Overview:

State Client seeks experienced IT Project Managers to manage large-scale, complex technology projects from initiation through close-out. This includes managing custom-built applications, COTS/MOTS/XaaS implementations, infrastructure upgrades, and operational projects. The Project Manager will lead cross functional teams, ensure adherence to project governance and methodologies (PMBOK, SDLC, Agile, ITIL), and deliver outcomes on time, within scope, and on budget. Selected candidates will work under the Company's Project Management Office (PMO) Supervisor or designee and may be assigned multiple projects or programs during the engagement.

Key Responsibilities:

• Lead full lifecycle project management: scope, schedule, resources, risks/issues, communications, and budget.
• Develop and maintain project management artifacts including charters, schedules, risk/issue logs, communication plans, training plans, and closeout reports.
• Ensure compliance with company's PMO standards, SDLC, and oversight council requirements.
• Provide day-to-day project oversight, including team coordination, status tracking, issue resolution, and stakeholder communications.
• Facilitate sponsor and stakeholder meetings; prepare and deliver executive presentations.
• Lead quality assurance on all project deliverables.
• Support organizational change management and effective communication strategies.
• Mentor internal PMs in advanced project management techniques.
• Ensure continuous knowledge transfer to internal staff throughout the project lifecycle.

Minimum Qualifications:

• 10+ years of Project Management experience (with 7+ years as Sole or Lead Project Manager).
• 5+ years managing technology software/application projects following a formal SDLC.
• 5+ years as Sole PM on COTS, MOTS, or XaaS implementations.
• 3+ years as Sole PM on infrastructure or operational projects (e.g., cabling, OS upgrades, device refreshes).
• 3+ years PM experience within state or local government.
• 5+ years using MS Project to manage detailed schedules.
• 5+ years using MS Excel, Visio, and other analytical tools.
• 5+ years facilitating a formal risk/issue management process.
• 5+ years coordinating multiple stakeholders and business units.

Desirable Qualifications:

• 5+ years developing communication and Organizational Change Management (OCM) plans.
• 5+ years with Agile delivery in enterprise-wide initiatives.
• 3+ years with proprietary methodologies in enterprise initiatives.
• 3+ years using PPM tools (e.g., Clarity, Jama, Microfocus ALM).PMP or equivalent certification.
• Bachelor s degree in a related field.
• Ability to adhere hybrid onsite requirement (2 3 days per week in West Sacramento).
