Description of Services

The Applications Management group supports project delivery and reporting through consultation, development, testing, and implementation of system applications and workflows. The group also maintains and supports various departmental platforms and acts as a liaison with the Technology Department.

We are seeking an experienced Senior Business Analyst to support ongoing application development, enhancements, integrations, and reporting initiatives. This role involves working closely with system owners, subject matter experts, developers, and end users to ensure business needs are translated into effective technical solutions.

Responsibilities

The consultant will perform services that may include, but are not limited to:

  • Gather business intelligence and requirements from subject matter experts and stakeholders.

  • Elicit, document, and analyze requirements for software projects through stakeholder interviews, workshops, and documentation review.

  • Assess and improve current software development processes, identifying bottlenecks and recommending strategies for optimization.

  • Manage change requests and define implementation strategies with steering committees.

  • Collaborate with development teams to translate business requirements into functional specifications, user stories, and acceptance criteria.

  • Guide application/workflow development across .NET/React custom applications and enterprise platforms (Microsoft SharePoint, Microsoft Power Platform, OpenText Content Server, eBuilder).

  • Develop, enhance, and maintain reports and dashboards using Power BI and SQL Server Reporting Services (SSRS).

  • Define and execute quality assurance/testing strategies, including test plans, automation test scripts, and user feedback collection.

  • Prepare training materials, user guides, and deliver in-person/online training sessions.

  • Provide general applications support as part of the Apps Support Team.

Required Education, Skills, and Experience

Education:

  • Bachelor s degree from an accredited college.

Technical Experience:

  • 3+ years in Business Analysis for full-stack web application development projects.

  • 2+ years in Business Analysis for enterprise platform applications (online or hosted in-house).

  • 2+ years of database querying and data profiling with Microsoft SQL Server.

  • 1+ year of ETL processes using SSIS.

  • 1+ year of report development with SSRS and dashboard development with Power BI.

  • 1+ year in workflow/diagram design using Miro or Visio.

  • 1+ year working with Azure DevOps, including CI/CD pipelines.

  • 1+ year with API testing (Postman) and automated testing tools (Playwright, Pytest); proficiency in Python, PowerShell, or C# for test scripting.

  • Strong understanding of SDLC methodologies, programming logic, data flow diagrams, ERDs, and system integration points.

  • Proficiency in Microsoft Office 365 Suite (Word, Excel, PowerPoint) and Adobe Acrobat Pro.

Soft Skills:

  • Strong system analysis skills; able to produce scope/use case/requirements documentation.

  • Excellent analytical and conceptual thinking skills.

  • Strong oral, written, and communication skills.

  • Self-motivated with ability to manage multiple priorities and deadlines.

Preferred Skills & Experience

(Not required, but highly desirable)

  • UI/UX design with Figma or similar tools.

  • Enterprise Content Management solutions (OpenText, SharePoint).

  • Experience administering Azure File Share permissions in hybrid environments.

  • Experience with eBuilder.

  • Experience supporting construction industry project/document/financial management systems.

  • Knowledge of DocuSign.

  • Prior experience with large public sector agencies or utility organizations.
